The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p. m, and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey and Larry Keenum. Rick Hill, absent. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of January 13, 2014 for review, and asked if there were any corrections, additions, or deletions. There being none, Tim Ramsey made a motion to approve the minutes as presented. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun said bid notices for caulking of windows, doors and expansion joints in City Hall need to be sent out, and opened February 10, 2014 at 5:30 p.m. Larry Keenum made a motion to this effect. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mary S. Palmer with A T & T appeared before the Council concerning the addition of antennas on the tower at 2500 North Hummingbird Way. Discussion followed. Larry Keenum made a motion to approve the addition of the towers. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun asked that the minutes show that the Court Report was presented.
  5. Mayor Calhoun presented a request from the Chamber of Commerce for advertising in the 2014 Living Here, Celebrating Etowah County Booklet. Discussion followed. Tim Ramsey made a motion to purchase a half page ad in the amount of $1,060.00.   Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun read a letter from Chief John Crane of Gadsden, commending the following officers: Chase Jenkins, Tommy Spurling, Richard Roberts, Justin Gilliland, and Phillip Braswell, for the assistance rendered to Gadsden detectives in the apprehension of an alleged car thief. He also read a memo from Mike Bryan announcing Elliott Community Center will be open as a warming center from 8:00 a.m. Tuesday until noon on Thursday.
  7. Mayor Calhoun presented a recommendation from Chief Carroll to change the speed limit on Steele Station Road from the county line south to the area of Brown’s Framing from 35 to 45 miles per hour. From Brown’s framing to the city limit north, the speed limit should remain 35 miles per hour.
  8. Mayor Calhoun presented a request from Eddie Cline, Recreation Department supervisor, to purchase a net for the batting cages at the VLM Sports Complex. Eddie took proposals, and Nets of America, Inc., has a bid of $3,285.00.   Anita Bedwell made a motion to purchase the net. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun said only one bid was received for the 2013 Ford Police Interceptor from Ronnie Watkins for $20,000.00. Larry Keenum made a motion to purchase the car. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  10. Mayor Calhoun presented a resignation letter from Officer Brian E. Walker, effective January 31, 2013. Larry Keenum made a motion to accept the resignation. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  11. Mayor Calhoun said Eddie Cline, Recreation Department Supervisor took several proposals for adding new poles in the parking lot at the VLM Sports Complex. A & S Electrical Contractors has the lowest bid in the amount of    $l8, 500.00. Larry Keenum made a motion to accept this bid. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  12. Mayor Calhoun stated applications have been taken for the position of police officer. The City is now hiring one officer, but with the resignation of Brian Walker, the City needs to hire two (2) officers. Tim Ramsey made a motion to hire two officers. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  13. Mayor Calhoun discussed taking bids on a metal building for the Recreation Department to house the netting for the batting cage. Anita Bedwell made a motion to take bids on the building and open them February 24, 2014. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye.   All ayes. Mayor Calhoun declared the motion carried.

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
