The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. Invocation was given by Anita Bedwell. Scout Troop 777 led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of June 9, 2014 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun recognized Kenneth Payne, Beautification Board Chairman. He said twenty-seven people were recommended for the beautification award, and he appreciates the people of the City trying to keep the City clean. Three businesses were awarded the award for this year. They are as follows: CLS Barber Salon & Styling for Men, Choice Fabricators, and Rainbow Manor Wedding Chapel. Five residential awards were presented. They are as follows: Jerry Ross, Bill Phillips, Robert Gibson, Jerry Stewart, and William Mayo. Mayor Calhoun said he appreciates everyone who won an award, and appreciates everyone trying to keep the City Clean.   He also said the City has hired Jason Hill, and he is in charge of litter control, and has been taking signs off power poles, etc.
  3. Mayor Calhoun said the first bidder declined caulking the windows in City Hall, and the next bidder is Doyle Restoration, Inc. for a bid of $l8, 850.00. The first bidder was Landcrafters, Inc. Their bid is $l8, 687.00. Discussion followed. Tim Ramsey made a motion to award the bid to Doyle Restoration. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun stated that one (l) bid was received for the items in the Fire Department that were surplused.   Landon Ball has a bid of $25.00. Bobby McCartney made a motion to accept the bid. Tim Ramsey seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun presented Resolution No. 1405. A new zoning map for the City was approved at the last Council Meeting, but a resolution is needed to complete the process. Discussion followed. Rick Hill made a motion to approve the resolution. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun presented a recommendation from the Librarian to reappoint Casey Underwood to another 4-year term on the Library Board. Her term will expire June 28, 2014. Rick Hill made a motion to reappoint Casey. Anita Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun informed the Council that Comcast Cable has been sold to Mid-West Charter.
  8. Mayor Calhoun discussed property the City has recently purchased behind the City Shop, and Josh Bates wants to purchase a portion of property that has a building on it.

Discussion followed.   Tim Ramsey made a motion to table until the next Council Meeting. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye.   All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun stated that the City pays $46.50 per ton to carry limbs, brush, etc. to the pit in St Clair County.   We have 2-6 tons each time we dump. If the City uses Mason Caldwell, he charges $100.00 per load for natural wood, (limbs, brush, etc.) and this will save the City money. Cannot carry anything but natural wood. Tim Ramsey made a motion to give the Mayor the authority to sign a contract with Mason Caldwell. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun said the legislature passed an act to give the retirees a one-time lump sum payment of $300.00, or $2.00 per year of service, whichever equals the greatest amount, no more than $300.00. The raise will be paid in October. The total amount the City will pay is $14,898.00 for 29 retirees. Tim Ramsey made a motion to give the raise. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes, except Rick Hill who abstained.
  3. The Cultural Arts will host their First Annual Rock the River Concert at Coosa Landing/Gadsden City Boat Docks, Friday July 18, 2014. The cost is $250.00, and the City will be given ten (10) tickets. Rick Hill made a motion to sponsor this event, and all the employees interested in attending, give their name to Barbara, and the first ten names drawn out of the box will get the ten (l0) tickets. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun announced that City Hall will be closed July 4, 2014.
  5. Mayor Calhoun said the Building Official has gotten prices for the clean-up of a home at 103 Sherwood Drive. The City will abate the nuisance. Two (2) prices have been received. They are Rick’s Back Hoe, with a price of $2200.00 and Bedwell & Whorton with a price of $1450.00. Bobby McCartney made a motion to award the bid to the low bidder. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes, except Anita Bedwell, who abstained.
  6. Anita Bedwell said Heath Williamson has been a part-time City Engineer, and she is making a motion to make him a fulltime city employee, and increasing his salary to $70,000.00 per year. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Rick Vaughn appeared before the Council, stating that they are trying to revive the Patrons in the Park Program. Fireworks will be held behind the Hobby Lobby Building at 9:00 p.m., July 4th.
  8. Mayor Calhoun thanked the boy scouts for attending tonight’s meeting.

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
