The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Bobby McCartney, Larry Keenum, and Rick Hill. Absent: Anita Bedwell and Tim Ramsey. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag. Mayor Calhoun then announced that Thursday, June 12, the Neely Henry Lake Association Meeting will meet here at City Hall in the Council Chambers, and the public is invited.

 

  1. Mayor Calhoun presented the minutes of May 12, 2014 for review, and asked if there were any corrections, additions, or deletions.   Rick Hill said a correction needed to be made to Item 10, of the minutes of May 12, 2014. The only surplus item to put on govdeals.com is the 2004 Fleetwood Travel Trailer, and the other surplus items will be bid, and the bids will be opened at the next Council meeting at 5:30 p.m. in the Council Chambers. Bobby McCartney made a motion to approve the minutes as presented, with the correction. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented Resolution No. 14-03, a resolution concerning the purchasing of 82.12 acres more or less, from R.H.F. Corporation, Inc., for $184,770.00. This resolution gives the Mayor and City Clerk the authority to execute any and all documents deemed necessary to purchase the real estate. Bobby McCartney made a motion to adopt the resolution. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun presented a request from Verizon, concerning adding new antennas to the tower at 510 Hickman Street to update to 4G, for a faster signal. Rick Hill made a motion to update the tower. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye.   All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun stated that the Building Official has updated the Zoning Map dated June 1, 2014, for the City. Larry Keenum made a motion to accept this new map. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun presented a letter of resignation from Tommy Foreman, Street Department, effective May 29, 2014.
  6. Mayor Calhoun presented a sponsorship request from the Lady Fusion 2014 State Champions to compete in the National Tournament. Rick Hill made a motion to approve the request, and give them $250.00.   Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun presented the following monthly departmental reports: Library, Building, Court, Community Center, Fire and Police Department. He asked if anyone has comments. There being none, he asked that the minutes show the reports were presented.
  8. Mayor Calhoun presented a request for funding from the Love Center. Died for lack of a motion.
  9. Mayor Calhoun presented Resolution No. 14-04, a resolution giving the Police Department the right to apply for a grant for a police officer. Larry Keenum made a motion to adopt the resolution. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  10. Rick Hill made a motion to purchase the following items for the Batting Cage at the Vivian Lee Maddox Sports Complex: carpet from Dalton Carpet in the amount of $6,099.90, lighting from A & S Electrical Contractors in the amount of $5,900.00, and 290 feet of chain link fence from Mr. Fence in the amount of $2,495.00. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  11. A group of citizens from Sherwood Knolls appeared before the Council to discuss a home at 103 Sherwood Drive. A Nuisance Abatement was filed in May on this home.

It is owned by Regions Bank.   The grass needs cut, and trees were cut and stumps were left in the yard. They have until 6-2-14 to clean up. Discussion followed. Rick Hill made a motion to declare this a nuisance and let the City Attorney look at ordinance to see if it has been followed. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
