The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Terry John Calhoun, Mayor; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of February 24, 2014, and Special Meeting of February 28, 2014, for review, and asked if anyone has any additions or deletions. There being none, Tim Ramsey made a motion to approve the minutes as presented. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun said Ordinance No. 500 was tabled at the last council meeting. Bobby McCartney made a motion to take off the table. Rick Hill seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes, and Rick Hill, yes. Mayor Calhoun declared the motion carried. Discussion followed. Bobby McCartney made a motion to deny the request for rezoning. Rick Hill seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes, Bobby McCartney, yes, Tim Ramsey, yes, Larry Keenum, yes, and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun said Ordinance No. 501 was tabled at the last council meeting. Tim Ramsey made a motion to take off the table. Anita Bedwell seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried. Anita Bedwell made a motion to approve the ordinance. Bobby McCartney seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes, Tim Ramsey, yes, Larry Keenum, yes; Rick Hill, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented Ordinance No. 502, to change the filing fee for a Conditional Use Permit from $25.00 to $100.00, and stated this is a Public Hearing. He then asked if there was anyone who would like to speak for or against the ordinance. There were no comments. Mayor Calhoun said this ordinance would be on the next agenda.
  5. Mayor Calhoun presented Ordinance No. 503. Billy E. Summerlin has 12.5 acres of land, more or less, adjacent to 12th Street Baptist Church and wants to rezone from Hwy Commercial to R-2, Patio & Townhouse District, to build approximately 50 residential lots. This will not be government assisted homes. Mayor Calhoun asked if anyone would like to speak for the ordinance. Greg Summerlin said they would like to build 35 homes in the first phase, and the homes would be all brick and around 1500 sq. ft. of living space. Elbert Tarvin spoke against the rezoning. Mayor Calhoun said this ordinance will be on next agenda.
  6. Mayor Calhoun said there were no bids for the items in the library that were surplused, so the items will be destroyed.
  7. Mayor Calhoun stated that the bidder for caulking of doors and windows in City Hall withdrew his bid. Discussion followed. Anita Bedwell made a motion to rebid, and open bids at 5:30 p.m., April 14, 2014. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun stated the Clerk opened the bids for the batting cage for the Recreation Department at pre-council. Bids received were as follows: Fred Dempsey, $26,288.00; Trent Thrasher, $21,990.00; and Rainbow Pipe, $18,799.00.  Larry Keenum made a motion to award the bid the Rainbow Pipe & Metal. Bobby McCartney seconded the motion. Mayor Calhoun asked for a roll call vote as followed: Anita Bedwell, abstained; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun said the twisted Rainbow at the Industrial Park off Highway 77 needs painted, and Regina Terrell gave a price of $1800.00. Anita Bedwell made a motion to let her paint it. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  10. Mayor Calhoun said Greg Payne; Street Department Supervisor is getting together specs to send out to purchase a tractor for his department.
  11. Mayor Calhoun said the Gadsden-Etowah Patriots Association requested a sponsorship. Larry Keenum made a motion to give $200.00 for a Tee Box Sign Only. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  12. Mayor Calhoun said that Southside High School requested having a picnic at the VLM Sports Complex. Discussion followed. Larry Keenum made a motion to allow them to have the picnic. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  13. Mayor Calhoun presented the following monthly departmental reports: Police, Fire, Community Center, Library, Building, and Court. He asked for comments. There were none. He asked the minutes to show the reports were presented.
  14. Rick Hill made a motion to purchase a Tahoe off the State bid list, to be used in the Police Department for Patrol. The cost is $26, 700.00. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  15. Anita Bedwell made a motion to give $2500.00 to the Fire Department for the annual Easter Egg Hunt. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
