The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m.,

and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, and Rick Hill. Larry Keenum, absent. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of March 10, 2014 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented Ordinance No. 502, to change the filing fee for a conditional use permit from $25.00 to $l00.00. He said it was presented at the last council meeting. Bobby McCartney made a motion to adopt the ordinance. Anita Bedwell seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes, Bobby McCartney, yes, Tim Ramsey, no, Rick Hill, yes, and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried.
  3. Discussion was held concerning Ordinance No. 503, rezoning the property of Billy E. Summerlin on Steele Station Road. Tim Ramsey made a motion to table until the next council meeting. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented Ordinance No. 504, amending the old garbage ordinance. Bobby McCartney made a motion to introduce the ordinance. Bobby made a motion to suspend the rules for immediate consideration.   Rick Hill seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Rick Hill, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried. Rick Hill made a motion to adopt the ordinance. Tim Ramsey seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun said the Planning Commission recommends accepting all the roads in Seven Oakes Subdivision. Discussion followed. Tim Ramsey made a motion to accept the streets. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun presented a request from Toyota Team One Automotive, benefiting United Way of Etowah County 2-1-1/First Call for Help. Discussion followed. Anita Bedwell made a motion to be a hole sponsor in the amount of $100.00 for the golf tournament in May. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Anita Bedwell said that the Court, Revenue, and Building Department would like to accept Credit & Debit Cards for electronic payments. She then made a motion to contract with Jeremy Olson, Merchants’ Bank Card Network, Inc.   The City will charge a fee of $4.00. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun said on behalf of Riddles Bend Church, he wanted to thank the City for all their help during the recent Firecracker 5K run. He also announced that Saturday, April 5, is the Chocolate Festival. It starts at 10:00 a.m. and ends around 8:00 p.m. The entertainment is free. He also announced that the fire department has been given a metal building, and they put it next to the Helicopter Pad on Pineview.
  9. Tim Ramsey discussed the upcoming Habitat for Humanity boat races this year. He said he would like to see more city employees participating.
  10. Rick Hill said a motion was made at the last council meeting for the police department to purchase a white Tahoe. They have not been able to locate a white, but have found a black or silver, and are going to purchase the silver. He also thanked the fire department for cleaning the twisted rainbow on highway 77.
  11. Anita Bedwell discussed the city clean-up day on April 26, 2014 and clean-up for renew our rivers.
  12. Mark Thrift, Chairman of the Etowah Baptist Mission Board, and Karen Lee, Director of the Etowah Baptist Mission Board addressed the council about using Rainbow Landing for a mission center fund raiser. It will be a cardboard boat race, from approximately 9:00 a.m. to 2:30 p.m., on July 19. The Marine police and Etowah County rescue squad will be there. Discussion followed. Bobby McCartney made a motion to allow them to use that day or one that is more appropriate, if that day is not available. Rich Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  13. Mayor Calhoun said bids will be opened at the next council meeting at 5:30 p.m. for the tractor for the Street Department.

 

There being no further business to come before the council at this time, Anita Bedwell made a motion to adjourn.
