The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.

  1. Mayor Calhoun presented the minutes of April 28, 2014 for review, and asked if there were any corrections, additions, or deletions. There being none, Bobby McCartney made a motion to approve the minutes as presented. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented Ordinance No. 506, the Litter Ordinance. Anita Bedwell made a motion to suspend the rules for immediate consideration. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; Rick Hill, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried. Rick Hill made a motion to adopt the ordinance. Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes, and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun presented a request from the Librarian, Tina Brooks to amend her budget with an increase of $9,425.00, from monies she received on a recent grant from the Etowah County Library Committee. She is purchasing four (4) computers, one (1) printer, software, a book cart, a laptop cart, step stools and a Kindle Fire. Tim Ramsey made a motion to amend the library budget. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun said the City Engineer has given each of the Council the 2014 Street Resurfacing Project, and the roads are listed in order of worst to best. The cost of the paving will be over $600,000.00. The five (5) roads to be paved this year are: Briar Cliff Point, Friendship Road, Rainbow Haven, Briar Cliff Road, and Lee Estates. The City will be using Etowah County Bid No FY 2012-2013-05, “Liquid Paving & Resurfacing Bid” and Etowah County Bid No. FY 2011-2012-17, “In Place Asphalt” and NEAPA Bid No. 3207, “Traffic Striping & Pavement Markers.” Tim Ramsey made a motion to pave the five roads as per the City Engineer list. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun said the survey has been completed for the 79 acres more or less, that joins the City Shop and goes behind Druid Park. The cost per acre is $2,250.00. He said we need to get the property description to the City Attorney so he can start the process to purchase the property. Anita Bedwell made a motion for the City Attorney to start the process for the purchase of the property. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun said two (2) police officers; Sgt. Bryan Rush and Sgt. Gerald Lyons resigned effective May 8, 2014. Rick Hill made a motion to accept their resignations. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Rick Hill made a motion to promote John Bryant to the position of Sergeant, due to the recent resignation of two (2) officers. His rate of pay will be $13.50 per hour. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun announced that City Hall will be closed Monday, May 26, in observance of Memorial Day. Garbage will be on schedule for this holiday.

He also announced that the Farmer’s Market will begin Monday, June 2, 2014.

  1. Mayor Calhoun presented the following monthly departmental reports: Library, Police, Court, Fire, Building, and Community Center. He asked the Department heads and Council if they have any questions. There being none, he asked that the minutes show the reports were presented.
  2. Mayor Calhoun presented the attached list to surplus for the Fire Department. Rick Hill made a motion to surplus the list, and put the items as a one-time lump sale on govdeals.com, except the 2004 Fleetwood Travel Trailer, which will be listed as a separate item on govdeals.com. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Tim Ramsey made a motion to give a Letter of Dissolution to Landcrafters on the window caulking contract, based on change of specs in caulking. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Tim Ramsey made a motion for the City to sponsor a Dragon Boat in the amount of                                        $2100.00, which benefits Habitat for Humanity.  The race will be August 16, 2014. He stated he would like to fill the boat with city employees. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Rick Hill made a motion to pay Landcrafters on a prorated basis for the work they completed on the windows. The amount will be $560.61. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Larry Keenum stated the water department is moving from the City Shop, to a new building, and taking their trailer with them. The City needs to purchase a trailer for the Street and Recreation Department to use. The cost will be around $1200.00. He said he was putting this in the form of a motion. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun asked that the records show that Deena Williams did mosquito spraying last year, and she will spray again this year.
  8. Mayor Calhoun announced that on Thursday, May 22, at 7:00 p.m., Team One Toyota on Hwy 77 in Rainbow City, will award $10,000.00 to some lucky person that has taken a test drive in the past 90 days. The media will be on hand and they will have a big cookout, and prizes to be given away.
  9. Rick Hill made a motion to post a job for two (2) certified Police Officers for 10 days, closing May 23, 2014 at 4:00 p.m. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Rick Hill made a motion to adjourn.
