The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the Flag.
- Mayor Calhoun presented the minutes of November 10, 2014 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve as presented. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
- Mayor Calhoun stated this is a public hearing for ordinance No. 509, the annexation of 82 acres more or less, the City purchased. The property joins Rainbow Middle School, the Rainbow City Shop property and Druid Park Subdivision. He asked if anyone has comments. Mona Wallace said that she was glad the City could purchase the property, and she mainly wanted to know what the City’s plans were. Mayor Calhoun stated there were no plans at the moment. Discussion followed. Mayor Calhoun then asked if anyone was opposed to the ordinance. There was no apposition. Anita Bedwell made a motion to introduce the ordinance. Anita then made a motion to suspend the rules for immediate consideration. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; Rick Hill, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried. Anita Bedwell made a motion to adopt Ordinance No. 509. Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
- Mayor Calhoun presented Ordinance No. 510, the annexation of 28.9 acres more or less the City purchased. This is property that currently houses the LifeSaver Helicopter. The City wants to zone this property Highway Commercial Zoning District. Mayor Calhoun asked if there was anyone who would like to speak for or against the ordinance. There were none. Larry Keenum made a motion to introduce the ordinance. Larry then made a motion to suspend the rules for immediate consideration. Bobby McCartney seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes, Rick Hill, yes, and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried. Rick Hill made a motion to adopt Ordinance No. 510. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes, Larry Keenum, yes, and Rick Hill, yes. Mayor Calhoun declared the motion carried.
- Mayor Calhoun presented a letter of resignation from Kelli White, Dispatcher, who resigned from her position effective November 18, 2014.
- Mayor Calhoun stated the Librarian, Tina Brooks recommends that Scott Dobbins be reappointed to the Library Board for another 4-year term, to expire November 27, 2018. Rick Hill made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
- Mayor Calhoun announced that the Christmas Tree Lighting will be Tuesday, December 2, 2014, at 6:00 p.m., at City Hall; The Joyful Juniors from John Jones will be performing. Also, City Hall will be closed Thursday, November 27, and Friday, November 28 for Thanksgiving. Garbage will not run on Thursday, but will be picked up on Friday and Saturday.

- Mayor Calhoun reported on the Horton Creek Drainage Improvement Project No. 12149504. He said that all of the field surveying has been completed, and that CDG Engineering will receive the drawing of the existing conditions from the Surveyor by the end of the week.
- Mayor Calhoun read a letter from Alabama Municipal Insurance Corporation stating that that State Insurance Regulations require that all Insurance Carriers notify their insured that they may not be able to offer the same terms, conditions, or premiums as the expiring policy. They are complying with the requirement of the State Insurance Department.
- Rick Hill made a motion that any City employee, who is a Notary, cannot notarize anything that is not City Business. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
- Larry Keenum made a motion to give the Mayor the authority to declare December 26, as a closed business day, if he can work out the details for this. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
There being no further business to come before the Council at this time. Larry Keenum made a motion to adjourn.
