The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:   Mayor Pro Temp, Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. Mayor Terry John Calhoun was absent. The same constituting a quorum of the City Council, the following business was transacted. The Meeting was called to order by Anita Bedwell.   Invocation was given by Larry Murray. Anita led the Pledge of Allegiance to the flag.

 

  1. Anita Bedwell, Mayor Pro Temp presented the minutes of September 25, 2014,and special called minutes of October 2, 2014, for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Bobby McCartney seconded the motion. Anita Bedwell, Mayor Pro Temp stated all in favor say aye. All ayes. Anita declared the minutes approved as presented.
  2. Anita Bedwell, Mayor Pro Temp presented Resolution No. 14-08, for the sale of 40 ft. of property the City owns to Josh Bates and wife, Michelle Bates, located abutting 418 Waldrop Road, for the sum of $202.50. Tim Ramsey made a motion to this effect. Rick Hill seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried.
  3. Anita Bedwell, Mayor Pro Temp stated the Clerk opened bids at 5:30 p.m. for Culvert Pipe, Stone, and Asphalt for use in the Street Department. Heath Williamson, City Engineer will review the bids. Bobby McCartney made a motion to table the bids until the next council meeting. Larry Keenum seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried.
  4. Anita Bedwell, Mayor Pro Temp presented Resolution No. 14-09, declaring the month of October as Domestic Violence Awareness Month. Larry Keenum made a motion to this effect. Rick Hill seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried.
  5. Anita Bedwell, Mayor Pro Temp presented the resignation of Heather A. Davis, Police Officer, effective October 4, 2014, Charles Anthony Divine, Police Officer, effective October 16, 2014, and Joseph Hutchins, effective October 16, 2014. Rick Hill made a motion to accept these resignations. Tim Ramsey seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried. Rick then made a motion to post for 21 days for three (3) certified police officer positions, in the surrounding counties. Bobby McCartney seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried.
  6. Anita Bedwell, Mayor Pro Temp stated Heath Williamson, City Engineer needs the authority to apply for grant money and turn in an application for two (2) safe rooms in the City. The grant will be a 75/25 grant, but all the money will be paid up front, and the City will be reimbursed.
  7. Anita Bedwell, Mayor Pro Temp said the City Judge recommended purchasing a van off the State Bid List to transport prisoners. The cost will be between $35,000.00 and $40,000.00. Rick Hill made a motion to this effect. Tim Ramsey seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried.
  8. Anita Bedwell, Mayor Pro Temp, said she filled the unfinished term of Jerry Tolbert on the Utility Board and enjoyed it very much. Discussion followed. Bobby McCartney made a motion to appoint Anita to the Utility Board, and her term will expire October 21, 2018. Rick Hill seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried.
  9. Anita Bedwell, Mayor Pro Temp said Melvin Potter, Fire Chief wants to send out bids for two (2) new fire trucks for the Fire Department, and open the bids November 10, 2014. Discussion followed. Tim Ramsey made a motion for the Chief to send out the bids. Larry Keenum seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried.
  10. Anita Bedwell, Mayor Pro Temp stated the monthly departmental reports have been presented, and asked if anyone has comments or questions. Tim Ramsey said he could not believe the number of patrons that came into the library, from Tina’s report.
  11. Anita Bedwell, Mayor Pro Temp presented the new Animal Control Contract. It will be good through December 31, 2016. Rick Hill made a motion to renew the contract. Tim Ramsey seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried.
  12. Anita Bedwell, Mayor Pro Temp presented a request from Rainbow Middle to sponsor the Turkey Trot, November 8, 2014 at Rainbow Middle at 8:00 a.m. Proceeds go to the school. Tim Ramsey made a motion to give $500.00. Rick Hill seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried.
  13. Anita Bedwell, Mayor Pro Temp said the two (2) Fire Stations in Rainbow City always give out candy to the Trick or Treaters on Halloween. Larry Keenum made a motion to give $300.00 to the fire department to purchase candy. Rick Hill seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried.
  14. Anita Bedwell presented a request from the Southside High School Fishing Team.   Discussion followed. Tim Ramsey made a motion to table until the next Council Meeting. Rick Hill seconded the motion. Anita stated all in favor say aye. All ayes. Anita declared the motion carried.

 

There being no further business to go before the Council at this time, Rick Hill made a motion to adjourn.
