The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Tim Ramsey. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of October 13, 2014, for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun said he needs a motion to take the bids for the Culvert Pipe, Stone, and Asphalt for the Street Department off the table. Rick Hill made a motion to take the bids off the table. Tim Ramsey seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes, Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.

Mayor Calhoun presented the 2014-2015 material bids from Heath Williamson, City

Engineer for the asphalt paving material, stone, and culvert pipe. Heath made a recommendation to reject all asphalt bids, award Blount Springs the stone bid and Rainbow Pipe the culvert pipe bid. Larry Keenum made a motion to accept Heath’s recommendation. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Anita Bedwell, abstained. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun presented Ordinance No. 508, the rezoning of the property of Jerry Moon on Swindall Circle, from Agricultural District to Residential District. Mayor Calhoun asked if there is anyone who would like to speak for or against the ordinance. No one made a comment. Rick Hill made a motion to introduce the ordinance. Larry Keenum made a motion to suspend the rules for immediate consideration. Rick Hill seconded the motion. Mayor Calhoun asked for a roll call vote as follow: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes, Larry Keenum, yes, Rick Hill, yes, and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried. Larry Keenum made a motion to adopt the ordinance. Anita Bedwell seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes, Tim Ramsey, yes, Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented Resolution No. 14-10. Discussion followed. Bobby McCartney made a motion to table until the next meeting. Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun asked the City Engineer to explain the 2014 Etowah County Water Festival.  Heath said this is part of the Storm Water Plan, and complies with the permit we are issued. The festival has an educational workshop for 4th grade students and their teachers. The mission is to educate students and their families about all aspects of groundwater and other related natural resources. Anita Bedwell made a motion to give $250.00 to the festival. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented a lease of property between the City of Rainbow City and the Utility Board of Rainbow City. The City will pay $10.00 per year to lease the other half of the City Shop, we have not been using. Anita Bedwell made a motion for Mayor Calhoun to sign the lease. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun said the City Clerk and Payroll Clerk needs permission to open a checking account for the new Ad Valorem tax. Anita Bedwell made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun said bids need to be sent out from the City Engineer for a Broom Sweeper for the Street Department, and open them at the next Council meeting at 5:30 p.m. Funds will come from the Oil and Gas fund. Anita Bedwell made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun said bids need to be sent out from the City Engineer for a Mini Hydraulic Excavator, and it will be paid for with money from the Oil and Gas fund. Tim Ramsey made a motion to this effect. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun said he and Chief Carroll interviewed for a certified police officer, and the City is hiring Shayne Thompson. He will be hired at the rate of pay for a certified police officer. He will start Friday, October 31, 2014. Rick Hill made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun announced that the ground breaking for Publix Grocery Store will be November 10, 2014 at 10:30 a.m., and invited everyone to attend.
  10. Mayor Calhoun announced that the City will be closed November 11, 2014 for Veteran’s Day.
  11. Tim Ramsey said the High School Fishing Team request was tabled at the last council meeting. He said the council is working on a plan to cover this.
  12. Rick Hill said he would like for the City to have a small ceremony for the veterans since Gadsden is not having the parade anymore. Mayor Calhoun asked him to be in charge. Rick said the time will be Monday, November 10, 2014 at 1:00 p.m. on the front steps of the municipal building.
  13. Mayor Calhoun announced that Mike Bryant, EMA Director will be retiring Friday, October 30, 2014. He said he has really been a great help to Rainbow City, and that the Mayor’s Association put him on the search committee to hire someone else. Mayor Guyton told him the first meeting will be next week, after the job is posted.
  14. Tim Ramsey said he received a letter from the Alabama Department of Transportation

concerning the re-stripping of the bridge coming out of Southside.   The meeting will be Tuesday, November 18, 2014, and the public is invited for comments.

 

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
