The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Larry Keenum, and Rick Hill. Tim Ramsey was absent. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Heath Williamson. Mayor Calhoun led the Pledge of Allegiance to the flag. Mayor Calhoun announced that United Way has brought their material to Beth for employee donations.

 

  1. Mayor Calhoun presented the minutes of September 8, 2014 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun stated the invoice for expenses incurred for the purchase of uniforms, equipment, etc., was tabled at the last meeting. Discussion followed. Rick Hill made a motion to keep this item tabled for further review. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun stated Ordinance No. 507 was introduced at the last council meeting for the annexation of the property of Mr. and Mrs. Jason Gladden, located at 1421 Briarcliff Road, and they want to rezone it Agricultural. There was no one in opposition to this rezoning. Anita Bedwell made a motion to suspend the rules for immediate consideration. Rick Hill seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Larry Keenum, yes; Rick Hill, yes; and Mayor Calhoun, yes.  Mayor Calhoun declared the motion carried. Anita made a motion to adopt the ordinance. Larry seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Larry Keenum, yes, and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented the Budget for the Fiscal Year, 2014-2015. The total of the Budget is $8,284,975.00. He then stated he would like to recommend a $.50 an hour raise across the board for all employees, and the raise will start Oct 3, 2014; and the raise will raise the starting pay for all jobs classifications. Anita Bedwell made a motion to this effect. Bobby McCartney seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun said the Clerk opened bids for the following vehicles at pre-council. One bid was received for each vehicle: 1988 Chevrolet one-ton truck, serial #5738, $757.00; 1984 Chevrolet Dump truck, serial #6674, $727.00, bid by Ricky Collins; and 1984 Chevrolet Dump truck, serial #5172, $877.00, bid by Howard Gilbert.   Anita Bedwell made a motion to accept the bids. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun presented a half-page ad request from the Chamber of Commerce for Current Magazine, in the amount of $900.00. Anita Bedwell made a motion to purchase the ad. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun presented a budget revision request from the Police Department. The Chief recommends adjusting maintenance for equipment due to outstanding bills for auto repairs. Decrease Auto/Equipment Rental, account #01-430-130, $5,000.00, and increase Repair/Maintenance/Equipment, $5,000.00. Rick Hill made a motion to approve this request. Larry Keenum seconded the motion. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun presented the following miscellaneous equipment, housed in the 2nd floor closet for surplus. All is broken except a purple office chair. List as follows: Amanda Microwave, Purple office chair, HP Office-jet printer, serial #SDG08-0305-02, Old Check Signer, serial #LR-59631, Microsoft Key Pad, APC Battery Backup, ASUC Computer tower, serial #00045-589-996-951. Discussion followed. Larry Keenum made a motion to surplus all the items and get rid of them. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun announced that the 2014 Northeast Alabama 4-H Chick Chain and Auction will be at the VFW Fairgrounds, Fort Payne, Alabama, Saturday, September 27, 2014. He also thanked the Fire Department and Police Department for their quick response at an accidental shooting recently.
  10. Mayor Calhoun said that Coosa Soccer is getting a $500.00 grant, and have the funds to purchase two (2) 24/8 soccer goals, and are asking the City to purchase the goals, and they will reimburse the City. Funds will come out of the Recreation Department Account.  Bobby McCartney made a motion to this effect. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  11. Anita Bedwell made a motion for the City Engineer to send out bids for the one-year purchase of Asphalt Paving Material, Stone (Various Sizes) and HDPE Culvert Pipe, and open at 5:30 p.m., CDST on Monday, October 13, 2014. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  12. Chuck Chitwood, CDG Engineering, appeared before the Council with the Agreement for the Mayor to sign regarding the FEMA $1.250M grant that the City has been working on for the past five (5) years. This is the Horton Creek Drainage Improvements, Hazard Mitigation Grant Program HMGP DR (LPDM-PJ-04-AL-2009-002). CDG Engineering will start the engineering work immediately, and put out for bids in the spring.
  13. Rick thanked the Fire Department and Police Department for the good job they did recently during a shooting, and then thanked all City employees for the good job they all do. He then made a motion to post the position of a certified police officer and close the posting October 13, 2014 at 4:00 p.m. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Anita also thanked all the city employees for the good job they do.
  14. Rick Hill made a motion for the Chief to start looking into getting another car for the police department, and to purchase it off the State bid list. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Mayor Calhoun declared the motion carried.
