The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Rick Hill. Mayor Calhoun welcomed everyone to the Council Meeting and said the City had the groundbreaking today for Publix, and had very good attendance. Also, the City had a Veterans Day Program, with very good attendance. Mayor Calhoun then led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of October 27, 2014, for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun congratulated all the employees for increasing the United Way Campaign from $1,232.96 to $1,878.96.
  3. Mayor Calhoun asked for a motion to take off the table a request from Southside Fishing Team for funding. Rick Hill made a motion to take off the table. Tim Ramsey seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Discussion followed. Died for lack of a motion to fund the request.
  4. Mayor Calhoun asked for a motion to take off the table Resolution No. 14-10, assessing a Nuisance Abatement lien against property located at 216 Watson Road, in the amount of $390.00.  Rick Hill made a motion to take off the table. Tim Ramsey seconded the motion.   Mayor Calhoun asked for a roll call vote to take off the table as follows: Anita Bedwell, yes, Bobby McCartney, yes; Tim Ramsey, yes, Larry Keenum, yes; and Rick Hill, yes. Discussion followed.   Anita Bedwell made a motion to abate the nuisance. Bobby McCartney seconded the motion.  Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun stated the clerk opened bids for the fire trucks at pre-council. One bid was received from Ferrara Fire Apparatus, Inc., for an amount of $l, 121,686.00, for two new fire trucks. Sunbelt and Nafeco both send letters of no bid. Discussion followed. Tim Ramsey made a motion to take the bid under consideration. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun stated the clerk opened four (4) bids for the Mini Hydraulic Excavator, Bid No. 1408, at pre council.  They are as follows: Tractor & Equipment $68,490.00, $76,990.00 with cab. Tractor & Equipment, $60,250.00, and $66,250.00 with cab. Thompson Tractor, $58,346.00, $50,478.00, $56,763.00. Snead Ag, $66,257.02, and $61,720.12. Discussion followed. Larry Keenum made a motion to accept the low bid with Thompson Tractor, equipped with quick connect and cab, and give Heath authority to negotiate price. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun said the clerk opened the bid for the Hydraulic Broom attachment for truck, Bid No. 1407.   Only one (1) bid was received from CMI Equipment Sales, Inc. for an amount of $l9, 160.25. Discussion followed. The Council decided not to purchase this item at this time.
  8. Mayor Calhoun presented the following monthly departmental reports: Library, Building, Community Center, Court, Fire and Police Department. He asked for comments. There were none, so he asked that the records show the reports were presented.
  9. Mayor Calhoun announced that the garbage schedule will be on schedule the week of the 10th and the City will be closed November 11, for Veteran’s Day.
  10. Mayor Calhoun stated the City Engineer got two (2) bids for gutters for road work in the City. Watts Construction had a bid of $8,450.00, and Bedwell & Horton had a bid of $5,974.00. Tim Ramsey made a motion to award the bid to the low bidder. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes, except Anita Bedwell, who abstained. Mayor Calhoun declared the motion carried.
  11. Mayor Calhoun stated the City Engineer got a bid of $6,000.00 for a snow plow. Anita Bedwell made a motion to purchase the plow. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  12. Mayor Calhoun presented a request from the Love Center for a donation. Died for lack of a motion.
  13. Mayor Calhoun said he received a letter from Sarah Oden, thanking the City for sponsoring the N. E. Alabama 4-H Chick Chain Show. She was the Champion Showman for the entire 2014 N. E. Alabama 4-H Chain Show & Auction.
  14. Mayor Calhoun announced that Tuesday, November 18, 2014, the Alabama Department of Transportation will conduct a Public Involvement Meeting for the project to Restripe Northbound Coosa River Bridge on Alabama 77, cities of Rainbow City & Southside; Etowah County. The time of the meeting is 4:30 until 6:30 p.m. at the Southside Community Center.
  15. Tim Ramsey thanked everyone who joined the Veterans Day celebration at City Hall today.
  16. Rick Hill stated there was a great turnout today for the ground breaking of Publix’s.

He then made a motion to give Rodney Prickett a $50.00 Visa Gift Card for all the service he has given to the City on numerous occasions.   Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun thanked Rick for being in charge of the Veterans’ Day celebration.
  2. Larry Keenum thanked the Street and Recreation Department for cleaning up the area next to the bridge coming out of Southside.
  3. Anita Bedwell thanked Rick for the good job he did for the Veteran’s Day celebration.
  4. Bobby McCartney thanked Rick for the good job he did for the Veterans’ Day celebration.
  5. Mayor Calhoun thanked all the employees who helped set up for the ground breaking for Publix.

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
