The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to the flag.

  1. Mayor Calhoun presented the minutes of April 8, 2013 for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve as presented. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun stated this is a public hearing concerning Ordinance No. 495. This annexation was recommended by the Planning Commission. It is the property of Paul and Patsy Lang, 1010 Sunset Drive, consisting of 5.40 acres. Rick Hill made a motion to introduce the ordinance. Bobby McCartney made a motion to suspend the rules for immediate consideration. Tim Ramsey seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; Rick Hill, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried. Larry Keenum made a motion to adopt the ordinance. Anita Bedwell seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun stated no bids were received on the piano in the Community Center that was surplused at the March 25th Council Meeting. Discussion followed.
  4. Mayor Calhoun said the cleaning contract for the Municipal Building and the Community Center/Library and the W. T. Vinyard Building is ready to be bid, and close the bids on May 13, 2013 at 5:50 p.m.   Tim Ramsey made a motion to post for the cleaning of the buildings. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun announced that the 2013 Back-to-School Sales Tax Holiday will be August 2-4, 2013.
  6. Mayor Calhoun presented the monthly departmental reports: Building, Library, Fire, Community Center, Police and Court. He asked if anyone has comments, there being none, he asked the records show the reports were presented.
  7. Mayor Calhoun appointed Rick Hill to the Library Board and Tim Ramsey as liaison to the Southside Athletic Board.
  8. Mayor Calhoun presented the following travel/tuition: Building Official to attend the Floodplain Administrator’s Training in Montgomery, May 22nd and 23rd, and Captain Chase Jenkins to attend the Way of the Gun Carbine/Pistol Course, in Anniston. Larry Keenum made a motion to approve the schools. Rick Hill seconded the motion. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun presented a pay increase for Paige Rochus who has completed her NCIC Certification from $l0.25 per hour to $11.25 per hour. Tim Ramsey made a motion to give the pay increase. Bobby McCartney seconded the motion. Mayor Calhoun declared the motion carried.
  10. Mayor Calhoun presented Chief Carroll with his twenty (20) year plaque.
  11. Mayor Calhoun told the Council that City needs to send out bids for a trash disposal area (Transfer Station) to dump trash. The bid will be for a per ton price. Rick Hill made a motion to send out the bids and open at the Council Meeting, April 22, at 5:30 p.m. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  12. Rick Hill presented a quote from CDW Government, to purchase computers for the police vehicles that the officers use to write citations. There will be two (2) computers and four (4) printers, and installing the software for a total price of $6,152.90. Two (2) printers will be put on two (2) other police cars to replace their old printers. Rick made this in the form of a motion, and said to pay this out of the Court Fund. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  13. Anita Bedwell made a motion to sponsor a hole at the Etowah County Education Foundation golf tournament in the amount of $l00.00. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  14. Larry Murray presented a request for the City to sponsor a table at the 9th Annual Community Action Banquet and Fundraiser, in the amount of $350.00. This also includes a full page ad in the souvenir book. Larry Keenum made a motion to approve the request. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Larry also stated that the Easter Egg Hunt was a great success, and the City had allocated him $2500.00, but he only used $2,000.00.
  15. Tim Ramsey thanked the Street & Sanitation for all the clean-up they did during the recent storm.

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
