The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry John Calhoun; Council member: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Brother Rodney Prickett. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of March 26, 2012 for review, and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated the Council will amend the Personnel Manual to comply with E-Verify. Section 5, of the handbook, adopted February 28, 2011, will be amended, adding subparagraph (F), E-Verify Policy—Verifying Employment Eligibility. The purpose of this amendment is that Rainbow City is committed to meeting its obligations under the United States immigration law and Beason-Hammon Alabama Taxpayer and Citizen Protection Act (the “Act”). Accordingly, the City of Rainbow City neither hires nor continues to employ an individual who is not legally authorized to work in the United States. The City does not discriminate on the basis of citizenship status or national origin in recruitment, hiring, or discharge. Kris Cornutt made a motion to amend the handbook. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun said he has spoken with AllGas Propane Company, concerning changing over the lawn mowers in the Recreation Department, where they will run on propane. He stated this will cut the fuel bill in half, and said he will turn over the proposal to the Recreation Department for discussion.

 

  1. Mayor Calhoun presented the following monthly departmental reports: Building, Library, Community Center, Police and Fire Department. He asked if anyone has comments. There being none, he asked that the minutes show the reports were presented.

 

  1. Mayor Calhoun reported that the City Engineer said three (3) more cross drains are needed in Horizon Place. The cost for this will be $5700.00. Lloyd Matthews made a motion for the engineer to get a contractor to install the drains. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated the City Engineer got two (2) proposals for the widening of Watson Road. They are Jones, Blair, Waldrup & Tucker, with a bid of $5300.00; and Jimmy Skipper with a bid of $3,000.00. Anita Bedwell made a motion to accept the low bid of Jimmy Skipper. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Lloyd Matthews made a motion to sponsor a golf tournament for the James M. Barrie Center, in the amount of $100.00. This is to assist abused children. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Lloyd Matthews made a motion to hire Deena Williams to work 12 hours a week, at the rate of $10.00 an hour, to spray for mosquitoes. She will work through September.

Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a recommendation from Chief Hill to give Dispatcher Joy Dye a $l.00 per hour raise, which will bring her to $11.00 per hour, due to completing her NCIC certification, and Officer Camp Yancey a $l.00 per hour raise to bring him to $12.00 per hour, after completing his certification at the police academy. Bobby McCartney made a motion to give the raises. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Bobby McCartney said the Community Center would like to add the following to the rules for use of the center: When using a D. J., they must be informed that they cannot play above the sound pressure level meter reading of 60 – 90. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Bobby McCartney made a motion to waive fees for the Miracle League to have a tournament, Friday, Saturday and Sunday, April 20, 21, and 22nd.   All monies will go to the Miracle League Foundation for special needs children. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Bobby McCartney made a motion for the City Engineer to get the specs together and send out bids for lighting the parking lot and entrance to the Vivian Lee Maddox Sports Complex, and open the bids May 14, 2012, at 6:00 p.m.   Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Larry Murray told the Council that the full page ad for the program for the Community Action of Etowah County is $350.00. These funds administer programs, activities and services to low-income families in Etowah County. Anita Bedwell made a motion to purchase the ad. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Kenneth Payne, Beautification Board Chairman, announced that Clean-up Day is April 28, 2012.

 

  1. Mayor Calhoun announced that the Chocolate Festival will be Saturday, April 14, and it is free.

 

  1. Mayor Calhoun announced that he was so glad, to have so many of his friends attending the meeting, and also all the members of the Utility Board. Discussion followed. Mayor Calhoun then announced he would be a candidate for re-election this year.

 

There being no further business to come before the Council at this time, Kris Cornutt made a motion to adjourn.
