The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Beth Lee, acting City Clerk/Treasurer the following members answered present: Mayor Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt.

The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Kris Cornutt. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of March 28, 2011 for review and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews moved and Larry Keenum seconded the motion to approve the minutes as presented. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun asked if any council members had a recommendation for the Board of Equalization. There being none at this time Anita Bedwell moved to table the request. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented the following training for the Police Department:

Officer Ernie Norton to attend the “Explosives and Improvised Explosive Devices” class at Redstone Arsenal, April 19, 2011. Larry Keenum made the motion to approve the training. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Sergeant John Hall to attend the SSGT Self Defense Instructor Course Level 1 and 2 at the NE Alabama Law Enforcement Academy in Jacksonville, Nov. 14-18, and Dec. 5-7, 2011. Larry Keenum made the motion to approve the training. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented the drainage improvement project on Nottingham Road. Two (2) proposals were received one from James E. Watts & Sons and Bedwell Whorton Excavating, LLC. Lloyd Matthews made the motion to accept the lowest bid from Bedwell Whorton Excavating, LLC in the amount of $14,800. Lloyd Matthews made the motion to accept the lowest bid. Kris Cornutt seconded the motion.   Mayor Calhoun stated all in favor say aye. All ayes except Anita Bedwell who abstained. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request for a donation from Southside High School SGA and Rainbow Middle School SGA to attend the Alabama Student Council Association’s State Conference April 17-19. Lloyd Matthews made the motion to give each school $200. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun read a thank you letter from the James M. Barrie Center for Children. 8% of the clients served at the Barrie Center were from Rainbow City.

 

  1. Mayor Calhoun presented a quote from Gadsden Fire Extinguisher in the amount of $2,448.23 to replace the hood in the kitchen at the Community Center as it does not meet the code. Lloyd Matthews made the motion to purchase the new equipment and Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated that the departmental reports were received.

 

  1. Lloyd Matthews commented on another successful Alabama Chocolate Festival and thanked everyone for volunteering.

 

  1. Kris Corrnutt echoed what Lloyd said about the festival, also announced that Twelfth Street Baptist Church had their first service on April 3, 2011 in the new building.

 

  1. Mayor Calhoun recognized Kenneth Payne, Chairman of the Rainbow City Beautification Board. Kenneth announced that Clean-up Day would be Saturday, April 30 from 8 a.m. – till.

 

  1. John Hall spoke on behalf of the Police Department that they 100% supported acting Chief Rick Hill and that the department was running smoothly under his direction and leadership.

 

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
