The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun; Council members: Anita Bedwell, Tim Ramsey, Larry Keenum, and Rick Hill. Bobby McCartney was absent. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Larry Keenum.   Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of April 8, 2013 for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun stated the clerk opened the bid for the transfer station to dump trash at pre-council.   Only one bid was received. It was C & D Waste Disposal (Gary Watson). The bid was $43.50 per ton, and the contract will be for three (3) years. Anita Bedwell made a motion to accept the bid and to start on Monday, April 29, 2013. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun presented Ordinance No. 496, amending Ordinance No. 395, Section I, for failing to appear in municipal court (without good cause) from $250.00 to $500.00. Tim Ramsey made a motion to introduce the Ordinance. Tim Ramsey made a motion to suspend the rules for immediate consideration. Rick Hill seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes, Tim Ramsey, yes; Larry Keenum, yes; Rick Hill, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried.   Larry Keenum made a motion to adopt Ordinance No. 496. Anita Bedwell seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes, Tim Ramsey, yes, Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented Resolution No. 13-04. ADECA has the authority to award grants through the FY 2013 Recreational trails Program, and the City will be submitting a pre-application, to further develop a trailhead for the walking trail at the VLM Sports Complex. Anita Bedwell made a motion to approve the resolution. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Mayor Calhoun stated this is an 80/20 grant for the entrance to the walking park, and the design work is already done.
  5. Mayor Calhoun presented a proclamation proclaiming April 2013, as Sarcoidosis Awareness Month. Anita Bedwell made a motion to adopt the proclamation. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun presented a letter of retirement from Gloria Miller, effective May 31, 2013, and post position as a full time Library Assistant, for ten (10) days, closing May 6, 2013. Rick Hill made a motion to accept resignation and post. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun asked that the records show Debbie Hiltz resigned from the Library Board.
  8. Mayor Calhoun presented a request from the Animal Control Officer, Tammie Valentini, for the City to sponsor the adopting of animals found in the City. The amount of the sponsorship is $50.00. Discussion followed. Tim Ramsey made a motion to this effect. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun presented a request from Chief Carroll to attend the AACOP 2013 Summer Conference in Orange Beach, July 29-August 1, 2013. Rick Hill made a motion to approve the request. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  10. Mayor Calhoun said Item 7, on the Council Minutes dated March 25, 2013, needs to be corrected. The owner of the property is Betty Jo Bone, not D. C. Dean.   Anita Bedwell made a motion to correct this item. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  11. Mayor Calhoun presented a request from Moultrie Toyota to sponsor a tee for $100.00, at the golf tournament, Friday, May 10, 2013, benefiting United Way. Larry Keenum made a motion to approve this request. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  12. Mayor Calhoun said specs needs to be posted for residential garbage pick-up, and opened June 10, 2013 at 5:30 p.m., at pre-council. Anita Bedwell made a motion to this effect. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  13. Mayor Calhoun stated Heath Williamson did a presentation on Renew our Rivers at pre-council. The date will be April 29-May 4, 2013.
  14. Mayor Calhoun said the Librarian, Tina Brooks, requests the Library’s budget be increased to reflect grant money received from the Etowah County Library Committee on April 19, 2013, in the amount of $9,600.00.   Tim Ramsey made a motion to amend the budget. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  15. Mayor Calhoun stated the next council meeting will be May 27, 2013, Memorial Day, and the City will be closed. Larry Keenum made a motion not to have a council meeting that night, but to schedule a special meeting if necessary. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  16. Larry Keenum made a motion to sponsor the “Freddie Kitchen’s Football Camp,” in the amount of $250.00. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  17. Anita Bedwell commended all the employees of the City, and stated the City is very fortunate to have our employees.

  

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
