The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted.   The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun read a proclamation proclaiming National Music Week as May 6-13, 2012, and gave the proclamation to Ms. Stacy Garmon.

 

  1. Mayor Calhoun stated bids were opened April 19, for the 2012 paving project. Two (2) bids were received: Good Hope Contracting, Inc., had a bid of $l90, 089.20, and McCartney Construction Company had a bid of $l76, 571.25.   Mayor Calhoun said he would like to recommend the Council award the bid to the low bidder, and he said he would like to add Guy Lee Lake Road to the bid. It should cost around $45,000.00.   Lloyd Matthews made a motion to accept the low bid and to add Guy Lee Lake Road. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented the Court Report for the month of March.

 

  1. Mayor Calhoun presented a request from Wiley McLain, Building Official to attend the Alabama Code Officials conference at the Guntersville State Park, May 22 and 23rd. No hotel, just travel for two (2) days. Anita Bedwell made a motion for Wiley to attend the class. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from WJBY, proclaiming May 3, 2012, as National Day of Prayer.

 

  1. Mayor Calhoun presented Resolution No. 12-01, hiring Heath Williamson, City Engineer/Utility Board Engineer, as a city employee, at the rate of pay of $61,796.80 per year, with 15 days vacation.   The Utility Board will continue to pay half his salary and benefits. Lloyd Matthews made a motion to this effect. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Chief Hill to send Justin Gilliland to the 13th Annual Safe School Training Conference, June 3-8, 2012, in Gulf Shores. Larry Keenum made a motion to this effect. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a thank-you note from Jen Moody Music, for being given the opportunity to perform at the Chocolate Festival, and Meadow Brook Baptist Church, for the help the police department gave by sending an officer to help direct traffic Easter morning. He also stated he received a call asking him to have Chief Hill thank the officer who drives Car no. 8, for being so helpful to her. He said he received a letter from HomeServe, stating they will be mailing a solicitation to residents, concerning Water Service Line Coverage. He then said the City received the last check today for tornado debris removal in the amount of $9,256.88. The total received is $38,397.17.   He also announced that the week of April 30, is Clerk’s Week. He also announced that the City received $82,000.00 from the Alabama Trust Fund monies. These funds can only be used for capital improvements. He also presented a Roadway Rehabilitation Plan from the Engineer.

 

  1. Lloyd Matthews spoke about attending the “Miracle Tournament.” He stated it was one of the best games he has ever seen. He also said the Chocolate Festival was a great success. He then said the Council usually gives $500.00 for clean-up day, but he would like to make a motion to give $700.00 this year to the Beautification Board. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Kris Cornutt thanked David Divine, Scott Richardson and James Martin for their quick actions recently when Larry King and his wife and granddaughter arrived at Fire Station No. 2, with Mr. King having chest pains.   Kris then presented a request from Chief Potter requesting permission to send Vinny Dupree to the Hazardous Materials Technician class hosted by the Albertville Fire and Rescue, May 14-18, 2012. This is a fee waived class and does not have overnight travel. Kris stated he would like to make this in the form of a motion. Larry Keenum seconded the motion.

 

  1. Larry Keenum stated that John Hall’s class for Investigation of Motor Cycle Crashes, was cancelled and rescheduled for August 6-10, 2012 at Peachtree City, Georgia. The cost is $795.00, plus lodging. Larry stated he would like to make this in the form of a motion. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Larry Keenum stated the probation period for the following officers is over on the 25th of April, and would like to make a motion to give the following officers a pay increase: Chief Rick Hill, $1.25 per hour, Sgt. Scott Holderfield, $.50 per hour and Sgt. Nick Gaskin, $.50 per hour. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Larry then said he would like to commend all the city employees for doing a good job.

 

  1. Anita Bedwell commended all the city employees for doing a good job. She then stated she would like to make a motion to make a change to the handbook. Out of the twelve (12) existing sick days that require a doctor’s excuse, she would like to change two (2) days that can be used during the calendar year, that does not require a doctor’s excuse, and the days must be used within the calendar year. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Bobby McCartney said he would like to have all the lawn mowers in the City converted to burn propane gas from AllGas, and he was putting this in the form of a motion. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Bobby McCartney stated he would like to change the opening of the bids for lighting the VLM Sports Complex parking lot and entrance, to June 25, 2012, at 6:00 p.m., instead of May 14, 2012, and was putting this in the form of a motion. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Three being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
