The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minutes of April 12, 2010 for review, and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented.   Larry Keenum seconded the motion.   Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun read a card he received from Rainbow Middle School and the SGA thanking the Council for participating in a Mock Council Meeting on April 16.

 

Mayor Calhoun presented Ordinance No. 471, amending the zoning ordinance, Section 107, Mini Warehouses as follows: © the entire site shall be enclosed by an eight (8) foot minimum height security fence, (d) the entrance, perimeter, driveways, and walkways between building must have adequate security lighting and be approved by the Planning Board. This is for all new construction.   He stated this is the second public hearing and asked if anyone has comments for or against the ordinance. There being none, he stated he needed a motion to introduce the ordinance. Anita Bedwell made a motion. Anita also made a motion to suspend the rules for immediate consideration, and Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun stated the motion carried. Larry Keenum made a motion to adopt Ordinance No. 47l. Bobby McCartney seconded the motion. Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried.

 

 

Mayor Calhoun stated the City received $57,651.39 from the Alabama Trust Fund monies, and it can only be spent on Capitol Improvement. He said he would like to spend the money on paint and carpet for City Hall, and a separate checking account will have to be set up because the money cannot be put in the general account. Lloyd Matthews made a motion to set up an account at Exchange Bank. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Lloyd then made a motion to send out bids for carpet and paint and open the bids at 6:00 p.m., May 24, 2010. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun reported Chief Ragan said we need a street light installed at the end of Riverton Drive, Pole #14514. Lloyd Matthews made a motion to install the light. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented an ad request from WJXS-TV 24 for the Pigskin Preview Magazine. Died for lack of a motion.  Kenneth Payne discussed clean-up day   , Saturday, May l, 2010. Kris Cornutt discussed the Mock Council Meeting, and stated it was good to see the kids interested in local government. Mayor Calhoun announced that South Side baseball won their game and will be in the next round of State playoffs.

 

Larry Keenum stated James Pickard graduated from the Police Academy and made a motion to move him to $12.00 per hour. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Larry also stated we have in the budget to purchase a new car, and made a motion for the Police Chief to start searching off the State Bid List for a car. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Anita Bedwell made a motion to name ball field number 2 at the VLM Sports Complex after Frank Ramsey, who was instrumental in starting this complex.

Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Bobby McCartney stated he was making a motion to support a resolution to name a portion of Steel Station Road from Sutton Bridge Road to Pleasant Valley Road as Ola Lee Mize Medal of Honor Highway. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Commissioners Tim Choate and Jeff Overstreet said signs designating the road will be installed as soon as the commission adopts a resolution. They stated the name of the road will not be changed, but the designation is a way to honor Mize. There will be a ceremony honoring Mize at 11:00 a.m., May 8 at the former K-mart parking lot where 12th Street Baptist Church is relocating on Highway 77.

 

There being no further business to come before the Council at this time, Lloyd Matthews made a motion to adjourn.   Time adjourned: 7:10 p.m.
