The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor; Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.

  1. Mayor Calhoun presented the minutes of July 22, 2013 for review, and asked if there were any corrections, additions, or deletions. There being none, Rick Hill made a motion to approve the minutes as presented. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun said the Etowah County Farm Study 5th Annual Outdoor Classroom was tabled at the last meeting.  Discussion followed. Died for lack of a motion.
  3. The Clerk opened and read the following list of bidders for the bicycles in the Police Department: Jerry Tolbert—$151.06 for one bicycle; Jack Jones—$274.00 for both bicycles or $137.00 each; Deena Williams—$629.26 for both bicycles; Ben Ponder—$101.50 for each bike. Bobby McCartney made a motion to approve the high bid. Larry Keenum seconded the motion.
  4. Mayor Calhoun presented the following changes to the Zoning Ordinance recommended by the Building Official—allow a larger sign per square footage of a building; City Engineer—change the minimum size of a drainage pipe to 12 inches and the material to be in accordance with ALDOT specs. Anita Bedwell made a motion to approve both changes. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun announced that all non-regular permanent and temporary part-time employees can work no more than 29 hours per week. This is part of the Affordable Care Act.
  6. Mayor Calhoun asked the Clerk to read Proclamation No. 13-01, proclaiming August 2013 as Fire Fighter Appreciation month. Anita Bedwell made a motion to adopt the proclamation. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun presented a request from the Zamora Shrine Center in Irondale to sponsor a circus for underprivileged children.   Died for lack of a motion.
  8. Mayor Calhoun presented the following travel/tuition:

Police Clerk Carmen Hopper and Adm. Ass’t Vicki Robinson to attend a grant writing workshop in Anniston, August 28, 2013, at a cost of $50.00, and no lodging fees.

Officer John Bryant to attend a Taser Instructor recertification course in Gadsden, at a cost of $l75.00, September 4-5, 2013. No lodging.

Judge Elizabeth Haney and Court Clerk, Kaye Farley to attend the AMCCMA Annual Conference, September 18-21, 2013, at the Perdido Beach Resort and Hotel. Cost of the seminar is $300.00, and traveling fees. Will be paid out of court fund. Tim Ramsey made a motion to approve the request. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

 

  1. Mayor Calhoun presented the following monthly departmental reports: Community Center, Building, Library, Police, and Fire Department. He asked if anyone has comments. There being none, he asked the records to show the reports were presented.
  2. Mayor Calhoun asked the Council to add Creekview Drive and Greenview Avenue to the 2013 Street Resurfacing Project. Project number 1301C.   Bobby McCartney made a motion to add these streets. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes, except Tim Ramsey, who abstained.   Mayor Calhoun declared the motion carried.
  3. Tim Ramsey said he would like to revisit the Shrine Circus for underprivileged children. Discussion followed. He made a motion to give $l00.00. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Rick Hill discussed the Alabama 4-H Chick Chain Project. He said all the kids are from the Rainbow City school system.   He made a motion to give $50.00 to them. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Rick said the Willie’s Woods Giving Back Concert was very good, and all the bands did a good job. Mayor Calhoun announced this Saturday will be the Dragon Boat races, and Rainbow City has a half team, along with Alabama Power.

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
