The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  • Mayor Calhoun presented the minutes of August 12, 2013 for review, and asked if there were any corrections, additions, or deletions. There being none, Bobby McCartney made a motion to approve the minutes as written. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun introduced Mike Bryant, EMA Director, and presented him with Proclamation No. 13-02, stating that The Gadsden-Etowah County Emergency Management Agency and other agencies are working to increase Public awareness concerning the importance of preparing for emergencies, such as natural disasters, and asking all citizens to be prepared by having an emergency plan. Mr. Bryant said that late fall and early winter weather is as severe as the other times, and thanked the Council for the City’s support.
  • Mayor Calhoun asked the City Attorney, Jim Turnbach to explain the incentive package for the development of the Shoppes at Rainbow Landing on Grand Avenue.

(Hwy 77 and Hwy 411, behind Mapco). He stated the Council has worked on this project for about two (2) years. He said the initial agreement was for $1.5 million, but the City agreed to an increase due to issues with the site, and the amount changed to $l.65 million. Most of the funds will go to pay for infrastructure improvements, including utilities, lighting and parking. The development will be given a rebate of 50 percent of the city’s 4 percent sales tax generated from sales at the development up to $l.65 million or for 5 years of collections, whichever comes first. The city will begin the rebate payments on a quarterly basis after 75% of the space is leased, or after two years. Discussion followed. Anita Bedwell made a motion for the Mayor to sign the agreement with PV-Rainbow LLC of Safety Harbor, Florida, to develop the 14-acre site. Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; Rick Hill, yes, Mayor Calhoun, yes. Mayor Calhoun declared the motion carried.

  • Mayor Calhoun recommended the re-appointment of Boyd Smart to the Rainbow City

Utility Board. Anita Bedwell made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.

  • Mayor Calhoun presented a request from Velocity Food and Spirit, formerly Hanger 9, for a Restaurant Retail Liquor License. Owner is Teresa Drummond Rieger. Anita Bedwell made a motion to approve the request. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun said Tim Ramsey incurred $l50.00 in expenses for the Dragon Boat races. Rainbow City did not win the competition, but did a great job. Funds raised at this event, was for Habitat for Humanity. Larry Keenum made a motion to pay Tim for his expenses. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun stated there have been some requests from businesses and individuals, who have a dumpster with other companies, to remove them from garbage pickup. Discussion followed. Larry Keenum made a motion to table for further study. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun stated Dot Whittemore, Hood Road, would like to have the speed breaker on that road removed. Discussion followed. Rick Hill made a motion to have it removed. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun announced that Heath Williams will be attending the 2013 Gadsden-Etowah MS4 Conference, October 16, 2013, at the Pittman Theatre in Gadsden, as part of our Storm Water Management Program.   Discussion followed. Heath invited any Council member who could attend, to come.

(10) Mayor Calhoun announced that the Wellness Screenings will be September 24, from 1-5 p.m., and September 25, from 7:30 a.m. to 12:30 p.m. Flu Shots will also be given on these days.

(11) Tim Ramsey discussed the speed breakers in the City.   Discussion followed. Rick Hill stated he would like to see all the speed breakers removed, and was putting this in the form of a motion. Died for lack of a motion. Anita Bedwell discussed the speed breakers also. She then made a motion as they break; replacement or repair will need to come back to the Council before they are replaced or repaired. Discussion followed. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the City at this time, Larry Keenum made a motion to adjourn.
