The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Lloyd Matthews. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of August 13, 2012 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun said Item #22, employee insurance, needs to be taken off the table, and he needs a motion for this. Anita Bedwell made a motion to take this item off the table. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Anita then made a motion to change the new hire benefits back to family coverage, from single coverage, effective at the next pay period for those eligible. The City will pay for family coverage. Open enrollment will be in November.   Lloyd Matthews seconded the motion. Mayor Calhoun asked for a roll call vote as follows:

  1. Mayor Calhoun presented a letter of resignation from Brandon Mitchell, effective September 3, 2012. Bobby McCartney made a motion to accept the resignation. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the folks of Seven Oakes to put up a wind screen on the city shop fence. There will be 333 feet of screen at a cost of $1500.00, and the money will come out of the capital improvement fund. Larry Keenum made a motion to approve this request. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Larry Harris, Planning Commission member, to attend a class, “Legal Foundation for Planning & Zoning” at Fultondale City Hall, September 6, 2012, at a cost of $82.00. Larry Keenum made a motion to approve this request. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun announced that the Wellness Screenings will be September 25, 2012, from 1:00 p.m. to 5:30 p.m., in the Council Chambers; and September 26, from 7:30 a. m. to 12:30 p.m.   He encouraged all employees to attend.

 

  1. Mayor Calhoun stated that David Mitchell retired, effective January l, 2012. Anita Bedwell made a motion to accept his retirement. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun announced that Chief Carroll’s school changed from August 29, 30, and 31, to October 9, 10, and 11, due to the hurricane. Bobby McCartney made a motion to approve the change.   Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated that in the pre-council meeting, discussion was held concerning selling lot 33A in the Industrial Park on Lumley Road to Trent Thrasher for $12,000.00 per acre. This lot is 2 1/2 acres, and the cost is $30,000.00. Mr. Thrasher will lease the building to “The Lawn Doctor for a period of five (5) years. Lloyd Matthews made a motion to sell the lot to Mr. Thrasher. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Kris Cornutt stated that Vinnie Dupree has completed the requirements for the Advanced Basic EMT, and Chief Potter recommended promoting him to Firefighter Advanced Basic EMT. The rate of pay would be $12.00 per hour. Kris made a motion to this effect. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun read a letter from Jerry Don Mabrey, expressing his gratitude to the Police Department. He said he would like to commend officers Walker, Hall, Spurling, and Investigator Jenkins. He said Rainbow City has a well-trained and professional police department.

 

  1. Larry Keenum presented a request from Chief Carroll for Sergeant Gerald Lyons and Officers Philip Braswell and John Bryant to attend the BSTA Pistol and Carbine Development class at the Gadsden Firing Range. The cost is $240.00 each, no lodging or meal fees. The dates are September 20-21, 2012. Larry stated he would like to put this in the form of a motion. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Larry Keenum stated Chase Jenkins was given a promotion to Captain two (2) weeks ago, and he would like to give him a pay increase to $19.50 per hour, effective the next pay period. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun recognized fireman Jason Green. He said the fire department is selling t-shirts for breast cancer. The shirts are $10.00. The money goes to the Etowah County Cancer Association.

 

There being no further business to come before the council at this time, Lloyd Matthews made a motion to adjourn.
