The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer the following members answered present: Mayor: Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun.   Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minutes of July 25, 2011, and special called meeting of August 2, 2011, for approval. He asked if anyone has additions or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated he interviewed for Accounts Payable/Purchasing Clerk, and wants to hire Jennie Garnett at $12.50 per hour, starting to work August 18, 2011.   Bobby McCartney made a motion to hire Jennie.   Larry Keenum seconded the motion.   Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a Maintenance Agreement with McCord Communications for the City’s weather sirens. The City will pay a total annual cost of $6, l80.00 per year for eight (8) sirens. Anita Bedwell made a motion to pay this yearly contract.   Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented the monthly departmental reports for the Building Department, Library, Community Center, Fire Department and Police Department. He asked if anyone has comments. There were none. He then asked that the minutes show these reports were presented.

 

Mayor Calhoun presented the following employee travel/tuition:

            Barbara Wester, City Clerk to attend Certification Training for Municipal Clerks at the University of Alabama, August 9-12, 2011.

            Sgt. Tommy Spurling and Officer Brian Walker to attend Officer Safety/Street Survival Training in Hoover, AL, August 23, 2011.

            Captain Greg Carroll to attend the 20th Annual Homicide Conference in Chattanooga, TN, October 16-19, 2011.   Larry Keenum made a motion to approve the travel. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Wiley McLain, Building Official discussed abating a nuisance at 3463 Montrose Avenue.   Property in foreclosure, and he faxed a letter to the loan company to clean up the property, but has had no response. He will put a lien on the property, when the City cleans it up. Lloyd Matthews made a motion to approve Wiley handling this matter. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Larry Keenum stated the Council has been looking at a Yard Sale Ordinance, and asked Mayor Calhoun to schedule a work session to discuss getting this ordinance together. Discussion followed.   Larry Keenum then made a motion to table until the next council meeting. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun reported the City has received $24,361.33 to date from FEMA for the April storm cleanup, and hopes to receive $5000.00 or more the next time.   The City will probably receive money from FEMA for helping out in Ohatchee.

 

Lloyd Matthews discussed putting speed bumps on Watson Road. He said the Police Chief and Building Official will determine where to put them. He stated he would like to put this in the form of a motion. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Lloyd then discussed adding Garmon Drive to the paving, for a total cost of $16,750.00.   He stated he would like to put this in the form of a motion. Larry Keenum seconded the motion.   Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Lloyd then thanked Heath and Wiley for working on the grant for the storm shelters.

 

Kris Cornutt said he would like for everyone to say a prayer for all the service men and thank them for all they do.

 

Larry Keenum made a motion to post the position of police officer, and hire two (2) officers. The position will close August 18, 2011 at 4:00 p.m. Position will start at $11.25 per hour unless they are certified. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Chief Potter stated Mayor Calhoun, Anita Bedwell and Lloyd Matthews attended a Fire Ops 101 Conference recently, and Anita participated in all the activities of fire training. The Chief then presented Anita with a fire hat for doing such a good job in the training.
