The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Beth Lee, acting City Clerk/Treasurer the following members answered present: Mayor Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt.
The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.
- Mayor Calhoun presented the minutes of December 13, 2010 for review and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews moved and Anita Bedwell seconded the motion to approve the minutes as presented. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
- Mayor Calhoun asked for a moment of silence in memory of Bill Morgan who served on the Planning Board during Mayor Smith’s tenure.
- Mayor Calhoun stated the acting clerk opened bids at 6:00 p.m. for the police vehicle. Two (2) bids were received. Ronnie Watkins bid $22,095.24 for a 2011 Ford Crown Victoria Interceptor. Pierson Chevrolet bid $30,776.30 for a 2011 Chevrolet Caprice Police package. Larry Keenum made the motion to award the bid of $22,095.24 from Ronnie Watkins and to purchase two (2) 2011 Ford Crown Vics. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
- Mayor Calhoun presented the 2011 holiday schedule in which City Hall will be closed. Lloyd Matthews moved to approve the schedule. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

- Mayor Calhoun presented the resignation of Elbert Tarvin from the Planning Commission. Lloyd Matthews moved and Bobby McCartney seconded the motion to accept the resignation. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
- Mayor Calhoun recommended the appointed of Don Carlton to the Planning Commission to serve the remaining term of Mr. Tarvin which will expire May 14, 2013.
- Lloyd Matthews congratulated the Sanitation Department in their efforts to clean up after the holidays.
- Kris Cornutt wished everyone a Happy New Year.
- Mayor wanted to thank the police officers and the way they handled the recent armed gunman incident. He stated that he had received several phone calls from citizens commending our officers.
- Larry Keenum commended the police officers and Chase Jenkins did a fantastic job in negotiating with the armed gunman. He stated that officer Bryan Rush is due a .25 raise which will bring him to $12.50 per hour. He made that in form of a motion. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.
- Larry Keenum made a motion that three (3) sergeants were due their .25 raise as they have completed their probationary period. They are John Hall, Gerry Lyons, and George Morris. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.
- Larry Keenum received a request from Chief Ragan that would give Donna Kilgore the authority to give newly hired police officers their .25 raise every three months until they reach $13.00 per hour. He moved and Anita Bedwell seconded the motion to give Donna this authority. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.
- Anita Bedwell wished everyone a Happy New Year.
- Bobby McCartney stated that Martin’s also did an excellent job with their customers during the gunman incident.
- Bobby McCartney had a quote from James Snell for the design for the irrigation for the two (2) soccer fields at VLMSC. He moved to accept the quote in the amount of $5,402.71 and the Recreation Department will provide the labor. We will check with the Utility Board if a trencher is needed for this project. Lloyd Matthews stated that the Street Department could help too if needed. The project needs to be completed in January. Lloyd Matthews seconded the motion. . Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.
There being no further business to come before the Council at this time, Lloyd Matthews made a motion to adjourn.
