The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of January 28, 2013 for review, and asked if there were any corrections, additions, or deletions. There being none, Tim Ramsey made a motion to approve the minutes as presented. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun stated Matt Parker, with Joe Jolly & Company, was here to discuss the Funding Agreement with the Utility Board and the City. This is the second installment to finish the sewer project. The City will pay half and the Utility Board will pay half. The Bond issue started in December with the Utility Board. Discussion followed. Anita Bedwell made a motion to approve the second installment with the Utility Board. Tim Ramsey seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes, Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun said he would like to make a recommendation to appoint Greg Carroll, as Police Chief. Bobby McCartney made a motion to approve the recommendation. Rick Hill seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes, Tim Ramsey, yes, Larry Keenum, yes, and Rick Hill, yes.   Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun stated the clerk opened bids at pre-council and only one bid was received for the twenty-three (23) turnout gear suits for the fire department. Nafeco has a bid of $39,744.00. Rick Hill made a motion to accept their bid. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun said Sgt. John Hall will be returning to work from military leave, on Friday, February 15, 2013. Larry Keenum made a motion for John to return to work in the police department.   Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun presented a request from Belle Foods, LLC, Retail Beer, Off Premises only, and Retail Table Wine, Off Premises only. Their trade name is Food World 49, located at 3225 Rainbow Drive. Larry Keenum made a motion to approve the request. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun presented the following travel/tuition:

Sgt. George Morris to attend the Street Crimes Police Training Seminar in Birmingham, April 2-4, 2013, at a cost of $299.00. No lodging fees.

 

Sgt. Gerald Lyons to attend courses in the Crime Scene Investigation Certificate Program’s training in Jacksonville, at a cost of $396.00. No lodging.

            Anita Bedwell made a motion to approve the request. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun presented the attached list of items from the Recreation Department for surplus.   Discussion followed. Tim Ramsey made a motion to advertise for bids until February 25, 2013, at 5:30 p.m. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented the following three (3) guns in the Police Department to be surpluses, and traded-in for new ones: Glock 22 .40 Caliber: S/N EVB 652, S/N EVB 660, and S/N ENA 993. Rick Hill made a motion to effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun presented the monthly departmental reports and asked if the Council or department heads had any comments. There being none, he asked that the minutes show the reports were presented.
  4. Tim Ramsey thanked everyone for showing up to show their support for Greg Carroll. Rick Hill said he looked forward to working with Greg. Larry Keenum said he felt the same, and thanked Chase Jenkins for filling in for Greg recently. Larry then made a motion to purchase three (3) mowers and an aerator for $14,900.00 from Kenny Johnson, Goodyear golf course. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Anita Bedwell said she was excited about working with Greg. Bobby McCartney said he was glad to have Greg in this position.  Mac Butler stated he appreciated the Council, and is glad of what they are doing, and thanked them for appointing Greg to this position.
  6. Mayor Calhoun stated four (4) members of the Utility Board are present, and he thanked them for moving the City forward with the new sewer plant. He said this would help to bring in new business, and would help the City grow.

 

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
