The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara Wester, the following members answered present: Mayor, Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Lloyd Matthews. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minutes of January 24, 2011 for review, and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun announced he has spoken with Liberty National Insurance, and they will be offering a free Accidental Death Policy for $3,000.00 to each employee, $3,000.00 to the spouse, and $l,000.00 coverage for your children under the age of 18, for one year. They will be here in the Council Chambers February 23 and 24th from 8:00 a.m. to 4:00 p.m.   Lloyd Matthews made a motion for the Mayor to sign a contract to give the employees the opportunity to sign up at the next enrollment period. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Lloyd Matthews made a motion to give $500.00 to Special Olympics. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes, except Kris Cornutt who abstained.

 

Mayor Calhoun presented a statement of insurance due for Heath Williamson, City/Utility Engineer. The amount is $85.00. Lloyd Matthews made a motion to pay this amount. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun announced that Keystone Foods is planning a 90-day fitness challenge with Phil and Amy Parham of the Biggest Loser.   Events start February 26, at 9:00 a.m. at the Cultural Arts Center in Gadsden. On-site registration will take place from 9:00 a.m. to 11:00 a.m., and Phil and Amy will address the group at 11:00 a.m. Admission is free, but registration is $90.00. The event will be used to raise funds for the Etowah Chapter of the American Red Cross.   Mayor Calhoun stated he would like for the City to pay half the registration for the employees after they complete the program.   The City of Gadsden is also paying half of the cost for their employees. Anita Bedwell made a motion for the City to pay half of the cost for the employees after completion of the program. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Mayor Calhoun said the grand price for the person who loses the highest percentage of weight will be a four-day cruise on Carnival.

 

Larry Keenum made a motion to take off the table the travel items from January 24, 2011. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Larry then made a motion for SGT. Gerald Lyons to attend the PPCT Defensive Tactics Instructor Course at the N. E. Alabama Law Enforcement Academy, May 16-19, 201l.   Lt Chase Jenkins and Officer Philip Braswell to attend the EAG Tactical Shoot House Course in Cussetta, Georgia/Phoenix City, Alabama. The dates are February 20-25, 2011. Larry Keenum made a motion to approve the travel. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Larry Keenum made a motion to hire Crystal Spurling as dispatcher in the Police Department at $10.00 per hour until certified. She starts to work February 18, 2011. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from the Southside Lady Panthers for a 3 X 8 black and white field softball sign, in the amount of $200.00 for a new sign, and

$100.00 for a renewal. Kris Cornutt made a motion to purchase the sign. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from the Southside Dugout club for $100.00 for a renewal advertising sign at the Southside High School Baseball Complex.   Kris Cornutt made a motion to renew the sign. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from the payroll clerk to surplus computer: one E & M IV2.8GHZ hard drive, serial number 12063. It was purchased in March of 2005.   Lloyd Matthews made a motion to surplus the computer and take bids, and open the bids February 28, 2011 at 6:00 p.m. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a travel request from Heath Williamson, City/Utility Engineer to attend the Fifty-Fourth Annual Transportation Conference, February 22-23, 2011, at Auburn University. Lloyd Matthews made a motion to approve the request. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Kathy Hill, Magistrate/Building Department to attend a class at Hoover Municipal Building, March 4, 2010, to keep her certification as a Magistrate. Kris Cornutt made a motion to approve this request. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Wiley McLain, Building Official to attend the 14th Annual Planners & Zoning Administrator Conference, April 27, 2011 at the Madison Municipal Complex. Lloyd Matthews made a motion to approve the request. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented the following monthly departmental reports: Community Center, Library, Building Department, Court, Police and Fire Department. He asked for comments. There were none. He asked the records to show the reports were presented.

 

Mayor Calhoun presented a request from the Chamber of Commerce for an ad in the Membership Directory in the amount of $900.00. Request died for lack of a motion.

 

Mayor Calhoun stated the City has been having Beaver Problems on Lumley Road. Discussion followed.   Lloyd Matthews made a motion for Tracy Hare to catch the beavers for $25.00 each. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented the resignation of Officer Justin McGlaughn, effective Monday, February 14, 2011.   Larry Keenum made a motion to accept Justin’s resignation, post the position, and close the posting February 24, 2011 at

4:00 p.m. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated Chief Ragan met in April of 2010 with the county and was told money was available from Homeland Security for computers for the police vehicles. Chief Ragan was contacted and told he would get $30,000.00. He is using the money to purchase 10 computers for the police vehicles. All police vehicles will now have computers.   Larry Keenum made a motion for the Chief to use the money for the computers. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Larry Keenum stated Bumble Bee Automotive will raise the price of oil changes in the city vehicles to $47.50.   Dave Menegay Hyundai will change the oil for $38.50, plus wash the vehicle. Larry Keenum made a motion to switch back to Dave Menegay Hyundai. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Larry Keenum made a motion to give Kelli White and Jenea McClendon a $l.00 raise each, for completing their certification as dispatchers.   Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Anita Bedwell made a motion to take applications for a full time position in the Revenue Department, and close the posting for a Business License Clerk/Inspector, February 28, 2011 at 4:00 p.m. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye.   All ayes. Mayor Calhoun declared the motion carried.

 

Bobby McCartney stated it is time to redo the chemical regiment on the ball fields. Eddie Cline got quotes and the lowest was CopelandScapes for $7,680.00 a year or $640.00 a month. Bobby made a motion for them to start work on the fields March 1, 2011. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Kris Cornutt made a motion to adjourn.
