The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor, Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, absent, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of February 13, 2012 for review, and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

  1. The Clerk opened the bids for the items declared as surplus from the last council meeting. Linda Cleveland bid $2.00 for an OKI B4350 printer, model no. EN2910F, Serial no. 412A3005819. Linda also bid $l.00 for a keyboard, model no. 5600, serial no. 60992342BEH.   Chery Ayres bid $2.00 for an OKI Printer B4350, Serial no. 412A3005704. Matt Wester bid $3.00 for a HP Office jet Pro L7680, and Beth Lee bid $10.00 for a leather chair.   There were no other bids received. Anita Bedwell made a motion to accept the bids on these items and to dispose of the other items. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the City Clerk to surplus two (2) 10 X 4 bulletin Boards in front of the Clerk’s office. They got wet from the storm. Lloyd Matthews made a motion to surplus the two boards and open them at the next council meeting. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Barbara Wester and Joyce Ponder to attend a Human Resources class in Oxford, March 15, at the Holiday Inn. Cost: $199.00 each, which includes a course book. Anita Bedwell made a motion for them to attend the class. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the City Clerk to purchase a Municipal Voter Database Mgn. System Version 12 for preparing the voter’s list. The cost is $1800.00 for installing the software, and $300.00 to $500.00 to load the voter file. One year of technical support is included with the purchase of the software license. Lloyd Matthews made a motion to purchase the voter system. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Big Brothers, Big Sisters of N. E. Alabama for a donation. Lloyd Matthews made a motion to give what we gave last year. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the Street Department to surplus a 1990 Chevrolet Cheyenne, serial #5874. Lloyd Matthews made a motion to put it on govdeals.com.   Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun recommended a pay increase of $.50 per hour for Jennie Garnett, for her six month’s raise. Larry Keenum made a motion to grant the pay increase. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

  1. Kris Cornutt made a motion to give Chief Potter authorization to purchase a mower for Station 2, at the price of $8859.00.   The mower is a Scag turf Tiger 61” 27 Kohler and the serial number is F5600345. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes.

 

  1. Larry Murray appeared before the Council discussing the Easter egg Hunt. Discussion followed. Lloyd Matthews made a motion to give the amount we gave last year for the Easter Egg Hunt. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

  1. Rickey Duncan appeared before the Council concerning an easement on his property. Discussion followed.

 

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
