The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun.   Mayor Calhoun then said he would like to announce that former Mayor, Sue Glidewell was undergoing bypass and artery surgery at this time, and asked that everyone pray for her quick recovery.   Invocation was then given by Kris Cornutt.   Mayor Calhoun led the Pledge of Allegiance to the flag.  

 

  1. Mayor Calhoun presented the minutes of December 12, 2011 for review; and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun said that the Southside Lady Panther Softball Sign Renewal was tabled at the last meeting; and he needed a motion to take this item off the table. Discussion followed. Lloyd Matthews made a motion to take off the table. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Kris Cornutt made a motion to purchase the renewal sign in the amount of $100.00. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Tina Brooks, Librarian, to increase the book budget at the library to reflect the following cash donations: $500.00 from William H. Simpson; $25.00 from Paula Hill and $50.00 from Pamela Davis. Larry Keenum made a motion to this effect. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Mayor Calhoun then stated Tina would like to attend the Alabama Library Association Division Winter Mini-Conference on Friday, January 27, 2012, at the Homewood Public Library. Registration is $40.00 plus mileage. Larry Keenum made a motion for Tina to attend the conference. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Chief Potter to promote Shane Brown to Firefighter/Paramedic, at the pay rate of $12.50 per hour. Kris Cornutt made a motion to this effect. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented the following departmental reports: Building, Library, Community Center, Court, Police and Fire Department. He asked if anyone has comments. There were none. He asked the records to show that the reports were presented.

 

  1. Mayor Calhoun told the Council that Larry Murray is now representing the Mayor’s Association as a representative of the Community Action Program. The Council needs to appoint someone else as a representative for the City. Discussion followed.  

 

  1. Mayor Calhoun discussed worker’s comp. The MOD Factor rating for the City is 1.39. The premium for this year is $201,000.00, due this month. He also told the Council the Annual Chamber Dinner is January 20, and asked if they would like to purchase a table for eight (8) for $300.00. Anita Bedwell made a motion to purchase a table. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Mayor Calhoun then stated that he and Lloyd Matthews would be out trying to get sponsors for a new sign in front of City Hall.

 

  1. Kris Cornutt stated he talked to Chief Potter and property in the amount of 8.7 acres has come available near the Helicopter Pad on Pine View off Steele Station Road. Money to purchase the land will come from the Fire District Fund.  Kris then made a motion for the Mayor and Fire Chief to begin the process to purchase the land. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mr. Thomas Ray of 608 Williams Avenue appeared before the Council concerning burning in this area. Discussion followed.

 

There being no further business to come before the Council at this time, Kris Cornutt made a motion to adjourn.
