The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following

members answered present: Mayor Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Kris Cornutt. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minutes of December 27, 2010 for review and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell

made a motion to approve the minutes as presented. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun then stated the officers and dispatchers involved in the recent gunman incident on Rainbow drive were present. He then said he would like to express his appreciation to Chief Ragan in demonstrating exceptional professional ability, sound judgment and devotion to duty concerning this December 18, 2010 incident. He also thanked the police department for the outstanding service rendered by them, because there were no injuries to the public or to any police officer. He then turned over the presentation of certificates to Chief Ragan. He gave certificates to the following: Captain Rick Hill, Lieutenant Chase Jenkins, Sgt. John Hall, Sgt. Gerald Lyons, Officer Deborah Overby, Officer Wayne Garmon, Officer Philip Braswell, Officer Will Bishop, Officer Bryan Rush, Officer Jimmy Fazekas, Officer Brandon Mitchell, Officer Justin Gilliland, Dispatcher Clayton Lawless and Dispatcher Kim Wideman.   He thanked all the above for the good job each one did. He also thanked the FBI, Etowah County, Southside, Attalla, and the Ambulance Service for all their assistance and help.

 

Mayor Calhoun stated the Council and Building Department met and decided to ask $12,000.00 per acre for the Lumley Road Industrial Park property. Anita Bedwell made a motion to this effect. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated he was reappointing Wes Ellis to another six year term on the Planning Commission. His term will expire March 24, 2016. He is also reappointing Bryan Stone to another six year term. His term will expire January 24, 2017.

 

Mayor Calhoun presented the following departmental reports: Building, Community Center, Library, Court, Police and Fire Department. He asked for comments. There were none. He asked that the records show the reports were presented.

 

Mayor Calhoun presented a request from Wiley McLain to attend the 48th Annual Educational Conference of the Alabama Association of Plumbing, Gas and Mechanical Inspectors at Lexington Hotel in Auburn. The conference is March 30-April 1, 2011. Anita Bedwell made a motion for Wiley to attend the conference. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Tina Brooks to attend the Library Association Public Library Division Winter Mini conference on Friday, January 28, 2011, at the Homewood Public Library, and the 2011 Summer Reading Program Kickoff on February 23, 2011, at the Alabama Public Library Service in Montgomery. Anita Bedwell made a motion to approve the request. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Chief Ragan for Sgt. Gerald Lyons to attend the PPCT Defensive tactics Instructor Course, May 16-19, 2011 at the N. E. Ala. Law Enforcement Academy. Lt. Chase Jenkins and Officer Philip Braswell to attend the EAG Tactical Shoot House Course, February 20-25, 2011, in Cussetta, Georgia and Phoenix City, Alabama. Sgt. George Morris to attend Hostage Negotiations and Crisis Intervention, February 14-18, 2011 in Madison, Alabama. Officer Deborah Overby to attend a 3-day training conference presented by the Federal Law Enforcement Training Center, February 15-17, 2011, in Gulf Shores, AL. Larry Keenum made a motion to table for further study. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented the resignation of Emily Brown, Dispatcher, effective, January 20, 2011. Larry Keenum made a motion to accept the resignation. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Larry Keenum made a motion to post the position of dispatcher, and close the posting February 8, 2011 at 4:00 p.m. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun stated the motion carried.

 

Mayor Calhoun recommended giving $1200.00 to the Greater Etowah 310 Board for the city’s annual dues. Larry Keenum made a motion to pay the dues. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request for space in the Messenger, Progress ’11, a special edition to be published Wednesday, February 23, 2011. Died for lack of a motion.

 

Mayor Calhoun presented a request from Chief Potter to promote Todd Cook to the position of firefighter/paramedic at the rate of pay of $12.50 per hour. He has completed all the coursework and met all the requirements for this position. Kris Cornutt made a motion to give the promotion and pay increase, effective the next pay period. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Chief Potter to promote James Martin to the position of firefighter/paramedic at the rate of pay of $12.50 per hour. He has completed all the coursework and met all the requirements for this position. Kris Cornutt made a motion to give the promotion and pay increase, effective the next pay period. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Lloyd Matthews made a motion to install speed bumps on Williams Avenue and Covered Bridge Road and Williams Avenue and Doris Street. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Larry Keenum commended the police officers and others for the good job they did. Bobby McCartney also thanked the officers and everyone involved.

 

Anita Bedwell announced that KIA is taking over the Air-gas Building across from Moultrie Toyota.

 

There being no further business to come before the Council at this time, Kris Cornutt made a motion to adjourn.
