The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following   members answered present: Terry John Calhoun, Mayor, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Kris Cornutt. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of January 12, 2009 for review and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated that Item 9, (minutes of January 12, 2009) was tabled by Lloyd Matthews and seconded by Larry Keenum. This was a request for an ad in the amount of $900.00 for the Chamber of Commerce membership directory. Discussion followed. Bobby McCartney stated to clear up any misunderstanding; he is making a motion to purchase the ad. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say ayes. All ayes, except Lloyd Matthews who voted no. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a recommendation from Chief Potter to accept the resignation of Chris Hawkins in the Fire Department effective January 31, 2009, and to post the position until February 6, 2009 at 4:00 p.m.   Kris Cornutt made a motion to accept the resignation and post the position. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a recommendation by Chief Ragan to accept $1360.00 from the 2009 Law Enforcement Calendar back into the police department budget, account number 01-430-130, Auto/Equipment Rental; and permission to move $7,425.00 from the Miscellaneous Account, 01-430-230 into the Auto/Equipment Rental Account, 01-430-130.   Discussion followed. Anita Bedwell made a motion to table until the next council meeting. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated he received a letter from Deborah Franklin, and he asked that the records show that she will be returning to work on January 30, 2009.

 

  1. Mayor Calhoun presented a request from Chief Potter to have an appraisal by Bob Klein on 21 +/- acres of land located along Steele Station Road for a fee of $750.00. It will be completed within a two (2) week period. Chief Potter stated the property could be used for another fire station which would change the present ISO rating of 4. Kris Cornutt stated the property could be used in several capacities. It could also be used as a training facility. Mayor Calhoun stated we have a letter from the present property owner giving the City permission to get it appraised. Lloyd Matthews made a motion to have the appraisal done. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a recommendation by the Building Official to send out bids for timber cutting and stump removal at the new industrial park, and open bids February 23, 2009 at 6:00 p.m. Lloyd Matthews made a motion to send out the bids. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun recommended the posting of a position in the Street Department and close the posting February 5, 2009 at 4:00 p.m. Lloyd Matthews made a motion to post the position. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented an ad request from the Gadsden Times for an ad in the magazine “Living Here, Etowah County.” Lloyd Matthews made a motion to purchase a full page ad in the amount of $l, 800.00. Motion died for lack of a second.

 

  1. Mayor Calhoun stated that he and Barbara met with the Liability Insurance Rep and the cost for the insurance next year is $l53, 000.00, and met with the Worker’s Comp Rep and the insurance cost for next year is $133,000.00. Both are due within thirty (30) days. The liability insurance last year was $l45, 000.00 and worker’s comp was $85,000.00.

These increases were due to claims filed. Discussion followed.

 

  1. Lloyd Matthews made a motion to appoint Greg Payne as Supervisor of the Street and Sanitation Department. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Bobby McCartney made a motion to have Eddie Cline, Recreation Director get specs together for a building to store equipment in. The building will be steel and will be 20 x 30 x 10.   He asked that Eddie send out bids to three companies and take the lowest of the three bids. This will be to purchase the building and erect it on the property.   Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Bobby also stated he has been asked about money spent at the Vivian Lee Maddox Sports Complex. A total of $l, 116,723.00 has been spent at the ball fields and the complex.   Grant money for this was $215,000.00. The City has actually spent $901,723.00. There has been a total of $l72, 000.00 spent at the track, with $l00, 000.00 of this grant money. There has been a total of $43,000.00 paid to Butler Electric for lights at the soccer field. $11,000.00 was spent on the soccer field. Discussion followed.

 

There being no further business to come before the Council at this time, Kris Cornutt made a motion to adjourn.
