The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Terry John Calhoun, Mayor; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of January 14, 2013, for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented the Memo of Understanding with the City of Gadsden for a training facility for the fireman. Discussion followed. Anita Bedwell made a motion for the Mayor to sign the MOU. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun stated the clerk opened the only bid we received for the surplus items in the police department. Wiley McLain has a bid of $37.50. Rick Hill made a motion to accept the bid. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun said he and three (3) council members interviewed for the street department employee. The mayor then recommended hiring Tommy Foreman, at the rate of pay of $12.00 per hour, and after six (6) months, a pay increase of $.50 per hour. He will start to work February l, 2013. Larry Keenum made a motion to hire Tommy. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun presented a request from the Etowah County Hall Sports Hall of Fame, for a full page ad, in the amount of $200.00. Discussion followed. Rick Hill made a motion to purchase the ad. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun presented a request from Bettye Boyd, Planning Commission member to go to Alexander City on February 8, and February 9, to take Basic Zoning and Subdivision Regulations, and Meeting Management, at a cost of $251.00 for the classes, plus travel and lodging. This will complete her certification. Anita Bedwell made a motion to approve the request. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun presented a request from Chief Potter to purchase 23 sets of turnout gear for the fire department. He asked bids be sent out, and open them at the next council meeting, February 11, at 5:30 p.m. Anita Bedwell made a motion to approve the request. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Tim Ramsey stated he wanted to address the police officers, and thanked them for attending the Council Meeting, and showing their support for the Acting Police Chief. He told them three (3) candidates stood out, and they would interview these candidates again, because only three (3) council members were there, and he would feel more comfortable when all the Council could be there. He told them he wanted to look at the three (3) candidates again, and the petition they presented does have weight. Rick Hill stated he went along with what Tim said, and they want to make the best choice for the Chief’s position, and said it was admirable for all of them being here. Mayor Calhoun stated no vote has been taken, and they have only interviewed for the position. Trent Thrasher spoke in favor of the Acting Chief. Larry Keenum said he wanted to brag on the whole department, and then read a letter from Chris Daniel, Exchange Bank, thanking Chase Jenkins, for the good job he did recently at the bank, speaking about safety issues. Anita Bedwell thanked all the officers for being here, and said the Council’s goal is to hire the best person for the Chief position. Bobby McCartney stated he went along with the other Council members, and told everyone to keep up the good work.
  9. Larry Murray appeared before the Council to remind everyone of the Easter Egg Hunt, March 23, 2013. Discussion followed. Bobby McCartney made a motion to give $2500.00 for the Easter Egg Hunt. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  10. There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
