The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor; Terry John Calhoun, Council members; Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of July 8, 2013, for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun said Item No. 12 of the minutes of June 10, 2013, needs to be corrected to read Paradise Ventures discussed an incentive package, not Publix Grocery Store representatives. Anita Bedwell made a motion to correct the minutes. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun introduced Kenneth Payne, Beautification Board Chairman. Kenneth then proceeded to give awards to the 2013 winners: Residents: Carnell and Sherry Williams, Thomas and Bettye Ann Boyd Peterson, Ruth Ann Biddle, Jack and Rhonda Crosson, and Dave and Mary Luther. Business: Smith and Bailey Dental, Rainbow Station, and Rainbow Presbyterian Church.
  4. Mayor Calhoun stated a public hearing is being held for Ordinance No. 498, concerning Smoking Pollution. Rick Hill made a motion to introduce the ordinance. Rick then made a motion to adopt Ordinance No. 498. Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, no; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun stated the clerk opened the bids for the helicopter pad on Pineview at 5:30 p.m. Three (3) bids were received: Fred Dempsey Construction had a bid of $110,935.00, with an Alternate add of $9,248.00; Rainbow Pipe & Metal had a bid of $132,100.00, with an Alternate add of $7,852.00; and Trent Thrasher had a bid of $95,354.00, with an Alternate add of $6,300.00. Tim Ramsey made a motion to award the bid to Trent Thrasher. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes, except Anita Bedwell, who abstained. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun presented Resolution No. 13-08, approving the rebate of one-half of the sales tax generated by Frost Transmission, Inc., up to a maximum of $5,000.00, or the passage of one (1) year from the date of this resolution, whichever shall come first. Anita Bedwell made a motion to approve the resolution. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye.   All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun reappointed Betty Ann Boyd to another six (6) year term on the Planning Commission. Her term will expire August 18, 2018.
  8. Mayor Calhoun stated the Police Department wants to surplus two (2) Smith and Wesson Bicycles, helmets and racks, and the Building Department wants to surplus one (1) Cannon ImagePROGRAF iPF700 printer, serial #ADA04566. Larry Keenum made a motion to surplus these items and open bids at the next council meeting, August 12, 2013, at 5:30 p.m. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun said the Police Chief wants to revise his budget as follows: increase Capital Outlay by taking $6,000.00 from Building/Ground Budget, $4,000.00 from Equipment/Tools, and $1,000.00 from Repairs and Maintenance Budget. These monies will be used to purchase three (3) car computers and printers. Anita Bedwell made a motion to amend the budget. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  10. Mayor Calhoun stated repairs need to be made to the Rainbow Sign at the Rainbow City Industrial Park on Hwy 77. Trent Thrasher gave a cost of $l, 800.00 to repair. Discussion followed. Anita Bedwell made a motion to repair the sign. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  11. Mayor Calhoun presented the Court Report for the month of June.
  12. Mayor Calhoun stated that Nathan Johnson gave a quote of $1500.00 to bush hog the Lumley Road Industrial Park. Discussion followed. Larry Keenum made a motion to approve the amount. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  13. Mayor Calhoun stated it is time for Tommy (Bo) Foreman’s one-step, six (6) month pay increase. Tim Ramsey made a motion to give him the pay increase. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  14. Mayor Calhoun presented a request from the Etowah County Farm-City 5th annual Outdoor Classroom, requesting funding to help support this program. Larry Keenum made a motion to table for further study. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.
  15. Mayor Calhoun said on June 10th bids were accepted on Residential Garbage pick-up. BFI Waste Services had the lowest bid, at $9.08 per unit. Anita Bedwell made a motion to accept the bid. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  16. Mayor Calhoun said he needs a motion to eliminate four (4) jobs in the Sanitation Department. They are Cody Allen, Dewayne Barber, Ricky Duncan, and Henry Parker. Anita Bedwell made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  17. Mayor Calhoun said he needs a motion to give each of these employees $5000.00 in severance pay. Bobby McCartney made a motion to this effect. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  18. Mayor Calhoun said he needs a motion to pay all vacation time this year at 7/12 of what they earned. Tim Ramsey made a motion to this effect. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  19. Mayor Calhoun said he needs a motion to pay sick time at ½ pay. Larry Keenum made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  20. Mayor Calhoun said he needs a motion to continue BCBS health insurance, effective until October 31, 2013. Rick Hill made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  21. Mayor Calhoun said he needs a motion to pay Henry Parker severance pay or work till November 1, 2013. Anita Bedwell made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  22. Bob Collins appeared before Council, concerning funding for the Willie’s Woods, “Giving Back Concert,” August 10, 2013. Discussion followed. Rick Hill made a motion to give $1,000.00. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
