The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Terry John Calhoun, Mayor; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of June 24, 2013 for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Bobby McCartney seconded the moon. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun said Wiley has the specs ready for the building to house the helicopter, which is located on Pineview Circle, and wants to open them at the next council meeting at 5:30 p.m.   Anita Bedwell made a motion to advertise for bids. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun presented Ordinance No. 498, regarding smoking pollution controls. Discussion followed.
  4. Mayor Calhoun stated Eddie has two (2) proposals to roof four (4) pavilions at the Rainbow Middle School. Ken’s roofing has a bid of $2720.00, and Michael White Construction, LLC, has a bid of $1600.00. Anita Bedwell made a motion to award the bid to the low bidder. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun presented three (3) pictures that Aerial Views Photos made of the City. They were all very good.
  6. Mayor Calhoun presented nuisance abatement expenses from the Building Department. They are as follows: 304 Warwick Place, $415.00, Resolution #13-09; 301 Bay Point Drive, $455.00, Resolution # 13-10; and 501 Lee Drive, $430.00, Resolution #13-08. Anita Bedwell made a motion for Wiley to go forward with the abatements. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun presented the following monthly departmental reports: Building, Library, Community Center, Fire and Police Department. He asked for comments. There were none.
  8. Mayor Calhoun asked that the minutes show that he needs all Department Heads to have their agenda turned in to him by August 12.
  9. Mayor Calhoun presented the following travel/tuition:

 

James Martin to go to Mobile for four (4) day’s training. This is a 40-hour FEMA certification class. No tuition cost. The dates are July 29 and July 30, and August 19 and 20, at a cost of $240.00.

 

Chief Greg Carroll to attend the AACOP 2013 Summer Conference in Orange Beach, at a cost of $200.00, with 4-nights’ lodging fee of $775.00.   The dates are July 29-August l, 2013.

Rick Hill made a motion to approve the requests. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun made the following appointments to the Planning Commission: David King, to replace Don Carleton, and the reappointment of Larry Harris. David’s term will expire July 8, 2019, and Larry’s will be May 14, 2019.
  2. Tim Ramsey discussed partnering with Alabama Power to co-sponsor the dragon boat to help Habitat for Humanity. The total amount of the city’s part will be $1100.00. Tim stated he would like to put this in the form of a motion. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun stated Wiley has spoken with Bojangles, and they are still waiting on ALDOT to issue a permit.
  4. Rick Hill made a motion to go into Executive session to discuss the good name and reputation of a City employee. Anita Bedwell seconded the motion. (Time: 6:35 p.m.) Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Rick Hill made a motion to go back into session. Time (6:45 p.m.) Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
