The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of June 25, 2012 for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated bids were opened at 6:00 p.m., at pre-council, for the automatic door openers for City Hall, Community Center and Library. Only one (1) bid was received. It was from Boatner Construction for $42,200.00. He said the money to pay for this will come from a $20,000.00 grant and trust fund money will pay the rest.   Lloyd Matthews made a motion to approve the bid amount. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun said grant money is available from the 2013 CDBG fund, but the City will have to be sure we can secure the right-of-way on Shawnee Drive. Heath Williamson, City Engineer will proceed with the application if the right-of-way can be secured. The grant will be 80-20.   Lloyd Matthews made a motion to proceed with right-of-way acquisition, and proceed with the grant application when this is obtained. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the Court Clerk, Kaye Farley to attend a seminar in Hoover, on August 17, 2012, concerning current issues involving municipal court practices and procedures. The cost is $300.00 plus mileage. Lloyd Matthews made a motion to approve the request. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented the monthly departmental reports: Library, Community Center, Building, Fire and Police. He asked if anyone has comments. There being none, he asked that the minutes show that the reports were presented.

 

  1. Mayor Calhoun presented a request for Dispatcher Marlene DiGangi to attend the NENA Conference 2012, in Orange Beach, October 14-18, 2012. Tuition is $225.00 and hotel is $509.49. Larry Keenum made a motion to table until the next council meeting. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the Messenger for their annual High School football edition. Died for lack of a motion.

 

  1. Chief Hill recommended putting a speed breaker at Janelle and Brown Avenue, at the edge of the parking lot, and putting posts up with reflectors. Lloyd Matthews made a motion to take the speed breaker off Watson Road and put here. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Lloyd Matthews discussed putting a high density light at Hwy 411 and South Hawk Drive, replacing the one that is already there. Discussion followed. Lloyd stated he would like to put this in the form of a motion. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated he would like to present Chief Hill with his Police Chief Badge.   He then presented the badge to him. Kris Cornutt made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Mayor Calhoun then stated he would like to surplus Chief Hill’s gun and open the bids at the next Council Meeting. Kris Cornutt made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Larry Keenum congratulated Chief Hill on his upcoming retirement.

 

  1. Bobby McCartney stated he wanted to light the front parking lot at the VLM Sports Complex. He stated he got a quote from Butler Electric for $12,140.00, and that they will give us six (6) poles for this project.   He stated he was making this in the form of a motion. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye.   All ayes. Mayor Calhoun declared the motion carried. Bobby then said the horseshoe pit is nearly complete, and the total cost for this is around $4,000.00.

 

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
