The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

The same constituting a quorum of the City Council, the following business was transacted.

 

  1. The meeting was called to order by Mayor Calhoun.

 

  1. Invocation was given by Lloyd Matthews.

 

  1. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of May 12, 2008 for review and asked if there were any corrections, additions or deletions. There being none, Bryan Stone moved and Cora Kelly seconded the motion to approve the minutes as presented. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated the clerk opened bids for the Dugout Roof construction at the Vivian Lee Maddox Sports Complex at l0:00 a.m.   Two bids were received: Morgan & Phillips Acoustical had a bid of $l6,500.00 and Rainbow Pipe & Metal had a bid of $12,000.00.   Bobby McCartney moved and Bryan Stone seconded the motion to award the bid to the low bidder, Rainbow Pipe & Metal. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated the clerk opened bids for the Landscape & Irrigation at the Vivian Lee Maddox Sports complex. Three bids were received: Finlayson Landscape & Design, Inc. had a bid of $37,471.00, Grass Plus, Inc. had a bid of $25,327.00 and Turfmaster, LLC had a bid of $30,890.00.   Bobby McCartney moved and Cora Kelly seconded the motion to award the bid to the low bidder, Grass Plus, Inc.   Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated the Recreation Department Committee interviewed and recommended hiring Tony Robinson as a full time employee in the Recreation Department at $11.75 per hour.   Bobby McCartney moved and Bryan Stone seconded the motion to hire Tony.   Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated that Ideal Window Washing would clean the windows inside and out at City Hall (excluding the Fire Bay) the Community Center and the Library for a cost of $l500.00 to $l700.00. The windows were washed the last time in 2002. Bobby McCartney moved and Bryan Stone seconded the motion to have the windows cleaned.

Discussion followed.   Mayor Calhoun declared the motion carried. Lloyd Matthews moved and Kris Cornutt seconded the motion to amend the prior motion to add the W. T. Vinyard building to this list. Mayor Calhoun stated he would check on the price for this and have the amount for the next meeting. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated the City would like to partner with the Lions Club for “Movies under the Stars” with a tentative date of August 1, 2008. He stated around 450 people attended the last showing. The city will pay $l500.00 and the Lions Club will pay $l500.00. Bryan Stone moved and Cora Kelly seconded the motion to partner with the Lions Club.   Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented the following recommendations from Chief Ragan:
  2. Increase the Miscellaneous Account of the budget with $1347.46 by moving that amount from the Worker’s Compensation Account.
  3. Increase the Repair/Maintenance Building and Grounds Account of the budget

with $1500.00 by moving that amount from the Building Grounds Improvement Account.

  1. Add $l675.00 to the budget in Repairs & Maintenance Building/Grounds (01-430-265) for the sale of surplus car #11, serial no. 2817.

Cora Kelly moved and Bryan Stone seconded the motion to adjust the budget per these recommendations. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented the following recommendations from Chief Potter:
  2. Promote Landon Ball to the position of firefighter/paramedic at the rate of pay of $12.50 per hour.
  3. Promote David Divine to Captain, and give him a one-step pay raise. It will be $14.00 per hour.

Cora Kelly moved and Lloyd Matthews seconded the motion to make the promotions and give the pay increases. Mayor Calhoun declared the motion carried.

 

  1. Bobby McCartney moved and Kris Cornutt made a motion to hire Rudy Hall, II as a temporary part-time employee in the Recreation Department at $8.15 per hour.   Mayor Calhoun declared the motion carried.

 

  1. Bobby McCartney moved and Kris Cornutt made a motion to hire Mary Fox as a temporary full-time in the Community Center at $8.15 per hour. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun asked that the records show that the following departmental reports were presented: Fire, Police, Building, Library and Community Center. He asked the department heads if any of them had comments. He asked the council for comments. Bobby McCartney reported the Community Center has assisted 1580 people in the last two weeks.

 

  1. Mayor Calhoun reported that the American Red Cross Blood Drive will be Friday, June 27 from 10:00 a.m. to 3:00 p.m. in the Council Chambers.

 

  1. Mayor Calhoun presented a street light request for Pole #2-078244 located on the right side of the circle at Hickory Hill Road. Lloyd Matthews moved and Kris Cornutt seconded the motion to install the light.   Mayor Calhoun declared the motion carried.

 

  1. Lloyd Matthews discussed the election was coming up and he stated he wanted the sign ordinance enforced concerning political signs. Discussion followed. Lloyd also stated that evaluations have been done, but no one has been given a raise. He stated the $.25 across the board was great, but he felt that evaluations have been recommended to be done semi-annually, and they have not been done. Evaluations with a pay increase would give the employees on the low end of the pay scale a chance to progress up the pay scale, and without this being done the employees are loosing money. The across the board raise was on the high end of the pay scale.

 

  1. Kris Cornutt presented a request from the Librarian to revise the budget as follows:

Decrease the workers comp. $1360.00 (Account #460-205), decrease Janitorial Supplies

(Account #460-210) by $1200.00, decrease Summer Reading/Community Outreach (Account #460-285) by $700.00, decrease Repairs & Maintenance/Bldg./Grounds (Account #460-265) by $1500.00, totaling $4760.00 and increase Repairs and Maintenance/Equipment (460-260) by $l,000.00, and increase Utilities (460-320) by $3760.00, totaling $4760.00.   Kris Cornutt moved and Lloyd Matthews seconded the motion to amend the budget in the library.   Mayor Calhoun declared the motion carried.

Chris also stated that the Summer Reading Program had 420 kids and was increasing everyday.   They had a Magic Show last Wednesday and 395 kids attended.

 

  1. Chief Ragan stated that with the loss of a police car in a recent accident, the department needs another one. Sunny King Ford in Anniston has one for $21,450.00. It does not have the police equipment needed, but that equipment will be taken off the wrecked auto and put on this one. Cora Kelly moved and Lloyd Matthews seconded the motion to purchase the vehicle. Mayor Calhoun declared the motion carried.

 

  1. Captain Rick Hill awarded letters of commendation to Officers Nick Gaskin for his actions on May 26, 2008, in assisting other officers in the arrest of an offender who is now charged with attempted murder, and to Officers John Hall and George Morris for their actions on May 29, 2008 for a disturbance at Southtowne Apartment where the Etowah County Drug Task Force was called in.

 

  1. Chief Potter stated that June 20, 2008 at 7:00 p.m. two fireman would be graduating from rookie school at the Pell City City Hall.

 

There being no further business to come before the council at this time. Bryan Stone made a motion to adjourn.
