The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum, and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to the flag.

  1. Mayor Calhoun presented the minutes of June 25, 2012 for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun said the clerk opened the bids for the LED Signs at 6:00 p.m., and only three (3) bids were received.   He said he asked the bidders to bid a 10mm sign, and only one (1) bidder bid the 10mm sign. It was Datatronic Control, Inc., with a bid of $ 32,477.89.     Other bidders were as follows: Simmons Signs—$27,755.00 and Kelly Signs—$54,344.40, but their bids were not the 10mm bid. Discussion followed. Bobby McCartney made a motion to accept the bid of Datatronic. Lloyd Matthews seconded the motion. Mayor Calhoun asked for a roll call vote as follows:   Anita Bedwell, no; Bobby McCartney, yes; Lloyd Matthews, yes; Larry Keenum, yes; Kris Cornutt, yes.   Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun said the clerk opened the bid for the parking lot lights for the VLM Sports Complex at 6:00 p.m. One bid was received. He turned it over to Bobby McCartney, Recreation Chairman. Butler Electric had a bid of $28,312.00. Bobby made a motion to reject the bid. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented Resolution No. 12-02, appointing Barbara Wester, City Clerk/Treasurer, to perform all the duties required to be performed by the Mayor, per section 11-46-36, and Section 11-46-37, of the Code of Alabama, 1975, with respect to the Municipal Election to be held in the City of Rainbow City, on August 28, 2012, and any run-off election ordered held. Larry Keenum made a motion to adopt the resolution. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated a new account will have to be opened for the “Municipal Court Judicial Administration Fund,” of which the court will receive $10.00 for traffic and non-traffic misdemeanor/municipal ordinance violation cases to be placed in a separate account. Discussion followed. Anita Bedwell made a motion to open the account. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun said specs for automatic door openers for the City Hall, Library and Community Center are ready to be bid out and opened at the next council meeting. Discussion followed. Larry Keenum made a motion to send out bids and open at the next council meeting at 6:00 p. m. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a Retail Beer and Table Wine, Off Premises only, for S & M Convenience Store, owned by Sabirali Saboowalla. The station is located across from Fitness Plus. Anita Bedwell made a motion to approve the application. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun announced that Chief Rick Hill will be retiring, effective August l, 2012. He then announced that Officer Phillip Barnard will be resigning, effective June 29, 2012. He said he would like to post two (2) positions for police officer. Larry Keenum made a motion to post the two (2) positions for ten (10) business days from tomorrow, July 10, 2012. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Mayor Calhoun then stated that he would like to appoint Greg Carroll as acting Chief, when Rick’s last day is over.

 

  1. Mayor Calhoun presented a request from Greg Carroll to attend the LECC Conference, August 29-31, 2012, in Orange Beach. Registration Fee is $200.00, and hotel is $330.00. Larry Keenum made a motion to approve the request. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye.   All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun thanked everyone for their help at Christ Central Church, when the damage was done. They were caught on Monday afternoon. He then said United Way put signs on the walking track at Park Lane, and they looked very good.

 

  1. Mayor Calhoun presented a request from the Pig Skin Review, for an ad request.   Died for lack of a motion.

 

  1. Lloyd Matthews thanked Chief Hill for the good job he has done. He then stated the City has been ordering boots from Elliot Boots, but will start using the Trading Post.

 

  1. Kris Cornutt thanked Chief Hill for the good job he has done.   He then made a motion that the assistant fire chief position will be filled by the Captain, and he will have the authority to be the lead man on the shift, just like the other assistant fire chiefs. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Larry Keenum thanked Chief Hill for the good job he has done, and also for his help. Anita Bedwell thanked Chief Hill for the good job he has done. She then reminded everyone of the summer reading program, and that beautification awards will be coming up soon. Bobby McCartney thanked Chief Hill for the good job he has done.

 

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
