The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of February 25, 2013, for review, and asked if there were any corrections, additions, or deletions. There being none, Bobby McCartney made a motion to approve the minutes as presented. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun stated one bid was received for the items declared as surplus at the last Council Meeting. Phillip Hollingsworth bid $25.00 for the lockers at the Recreation Center. Discussion followed. Bobby McCartney made a motion to award the bid to Phillip, but he had to take all items surplused at the previous meeting. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun presented Resolution No. 13-01, assessing a nuisance abatement lien on property located at 121 Ivanhoe Lane, Rainbow City.   The Tax Parcel ID# is 15-09-32-0-001-054-000.  The legal description is Lot 7, Block B, Sherwood Knolls, as recorded in Plat Book G-17, Probate Office, Etowah County, Alabama. The amount of the lien is $645.00. Bobby McCartney made a motion to approve the resolution. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes, except Larry Keenum, who abstained. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented the following travel/tuition:
    1. Wiley McLain to attend the Alabama Association of Floodplain Managers Spring Seminar in Montgomery, April 17, 2013.
    2. City Clerk to attend the Alabama Association of Municipal Clerks’ Summer Conference, June 19-21, 2013 in Mobile.
    3. SRO/DARE Officer Justin Gilliland to attend the 14th Annual Safe Schools Training Conference in Gulf Shores, June 3-7, 2013 in Birmingham. No lodging fee.
    4. Officer Justin McGlaughn to attend the Street Crimes Police Training seminar in Birmingham, April 2-3, 2013. No lodging fee.
    5. Dispatcher Paige Rocus to attend NCIC Certification training in Decatur, March 27-28, 2013. No fee for the class.
    6. Jeremy Hawkins and Landon Ball to go to Fire Department Instructor’s Conference in Indianapolis, Indiana, April 21-27, 2013. Their registration fees will be paid from the volunteer departments they work with.

Anita Bedwell made a motion to approve the requests. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun presented a request for sponsorship from the Gadsden-Etowah Patriots Association to sponsor a golf hole at the tournament, on April 22, 2013, in the amount of $l00.00. The sign will be displayed on special occasions. Tim Ramsey made a motion to approve the request. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented a request from The Love Center, for a contribution. Died for lack of a motion.
  3. Mayor Calhoun presented a request from the Court Office to surplus a broken hard drive, serial number 12010. Tim Ramsey made a motion to surplus the hard drive, and open at 5:30 p.m., March 25, 2013. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented the monthly departmental reports from the Library, Community Center, Building, Court, Police and Fire Department, and asked if anyone has comments. Their being none, he asked that the minutes show the reports were presented.
  5. Mayor Calhoun presented a request from the Southside Baseball team for the advertising sign at the Southside High School Baseball complex. Larry Keenum made a motion to purchase the sign. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun announced to the Council that he received a Legislative Action Alert from the Alabama League, asking local officials to contact members of their Legislature and request their opposition to bills, SB217 by Senator Vivian Figures and HB257 by Representative Barry Moore. This bill will prohibit by Constitutional Amendment a municipality from assessing a business license fee on the rental of residential real estate on a per unit basis. Discussion followed.
  7. Mayor Calhoun stated that the Homeowners Association of Woodland Cove requested two (2) street lights. Mayor Calhoun said the City will only put lights at the entrance or cul de sac, where needed, and will only pay $l0.30 monthly for each light. Tim Ramsey made a motion to give the association the money for two (2) street lights. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Rick Hill said the piano at the Community Center was torn up, and it would cost $l, 000.00 to repair it. He said an 88 Keyboard by Yamaha could be purchased for $899.00 from Andy’s Music Company, and it could easily be moved around to the other rooms. He stated he would like to make a motion to purchase the keyboard and surplus the old piano, and open bids at 5:30 p.m., April 8, 2013. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
