The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt.   The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minutes of February 28, 2011 for review, and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated the first item of old business is to hire a Business License Clerk/Inspector in the Revenue Department, and turned it over to Anita Bedwell. Anita made a motion to hire Linda Cleveland at $10.00 per hour, starting March 11, 2011. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye.   All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated the next item of old business is to hire a police officer, and turned it over to Larry Keenum. Larry made a motion to hire Je’Michael Bonner, at $11.25 per hour, starting March 11, 2011. Lloyd Matthews seconded the motion.

Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated the City is having our annual Easter egg Hunt, and usually gives $2,000.00. He also said that Life Church and Christ Central Church is helping with the hunt this year.   Lloyd Matthews made a motion to give $2,000.00. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented the monthly departmental reports and asked the department heads if they have any comments or questions from anyone.   Bobby McCartney said the Babe Ruth field has been cleaned up and bathrooms painted, and everything looks really good.   Mayor Calhoun asked that the records show the reports were presented.

 

Mayor Calhoun presented the following Police Department training:

            Animal Control Officer Tammie Valentini to attend the Alabama Animal Control Association and Alabama Humane Federation 2011 Conference in Hoover.

Larry Keenum made a motion to approve the training. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

            Dispatcher Crystal Standridge to attend the NCIC Certification course in Anniston. There is no cost to attend, and no lodging required. Dates are March 29-30, 2011.   Larry Keenum made a motion to approve the training requests. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

 

           

 

Mayor Calhoun read the resignation letter of Chief Allan Ragan. He is resigning effective March 24, 2011. Larry Keenum made a motion to accept the resignation. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from the Gadsden-Etowah Patriots Association for sponsorship of a Tee Box Sign. Lloyd Matthews made a motion to purchase a sign for $350.00. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated the City needs to open a new checking account at Superior Bank for the CDBG Grant for the trailer parks. The signers will be Mayor Calhoun, Barbara Wester and Donna Kilgore. Lloyd Matthews made a motion to open the account. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun read a letter from the Greater Etowah 310 Board, thanking the City for the $1200.00 donation.

 

There being no further business to come before the council at this time, Lloyd Matthews made a motion to adjourn.
