The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Terry John Calhoun, Mayor; Council members: Anita Bedwell, absent, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill, present. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of March 11, 2013 for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Tim Ramsey seconded the motion.
  2. Mayor Calhoun presented Ordinance No. 494, the Ad Valorem Tax Ordinance for the City.   He said the ad valorem tax is to pay for a sewer treatment plant.   He stated this is a public hearing, and asked if anyone has any opposition to the ordinance. There being none, he asked if anyone wanted to speak for the ordinance.   Discussion followed. Larry Keenum made a motion to introduce the ordinance. Larry then made a motion to suspend the rules for immediate consideration.   Rick Hill seconded the motion. Mayor Calhoun asked for a roll call vote as follows:   Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; Rick Hill, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried. Larry Keenum made a motion to adopt Ordinance No. 494. Bobby McCartney seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun asked that the records show no bids were received for the hard drive in the court office, and it can now be disposed of.
  4. Mayor Calhoun stated it is time to post and take bids for the cleaning of City Hall, Community Center, Library, and Boy Scout building, and open them at the next council meeting at 6:00 p.m. Bobby McCartney made a motion to this effect. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun stated it is time to renew the Disaster Debris Removal Contract, Project No. 1119C. Discussion followed. Bobby McCartney made a motion to renew the contract. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun presented Resolution No. 2013-02, opposing the passage by the Alabama Legislature of Bills HB257 and SB217, to prohibit the imposition of a business license tax on rental of residential real estate on a per unit basis. Discussion followed. Tim Ramsey made a motion to adopt the resolution. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun presented Resolution No. 2013-03, assessing a nuisance abatement lien on property located at Lot 13, Horizon Place, Tax Parcel ID#31-15-04-20-3-000-001.025. Legal description: Lot 13, Horizon Place, Plat J-18, owned by D. C. Dean. Bobby McCartney made a motion to adopt the resolution. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun presented a request from the Etowah County Foundation 6th Annual Golf Tournament, April 12, 2013, at Twin Bridges Golf Club. Died for lack of a motion.
  9. Mayor Calhoun presented a request from the Building Official to attend the Code Officials Association of Alabama’s 2013 Annual Education & Vendors Expo in Orange Beach, May 13-16, 2013. Kathy Hill, Judge Elizabeth Haney, Walt Buttram Jonathan Huffstutler, and Justin Hayes to attend the “Current issues Involving Municipal Court Practice and Procedure” seminar, at the Hoover Public Safety Center on June 28, 2013. Larry Keenum made a motion to approve the schools. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  10. Mayor Calhoun turned over the letters of Commendation in the Police Department to Chief Carroll. He thanked Dispatcher Joy Spell, Valerie Williams, Deborah Hollingsworth, Officer John Bryant, Bryan Rush, Richard Roberts, Je’Michael Bonner, Will Bishop, Deborah Overby, Sgt. George Morris, Gerald Lyons, and Captain Chase Jenkins, for a job well done on March l8, during the storm and the aftermath.
  11. Tim Ramsey made a motion that when a Captain in the Fire Department steps up to replace the Assistant Chief, he receives the same compensation as an Assistant Chief receives. This will become effective March 29, 2013. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  12. Tim Ramsey made a motion to allow Ricky Carnes to repair his sign on Hwy 411, mile marker 213.77, and it be placed on same property near same location. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  13. Rick Hill thanked the employees for a job well done during the recent storm. Larry Keenum said he saw a Sheriff’s deputy stop his vehicle and help out also.
  14. Mayor Calhoun presented a request from Chief Carroll to send Sgt. Scott Holderfield to attend the 2013 Alabama Peace Officers’ Annual Business and Training Conference in Orange Beach, June 10-13, 2013; and Animal Control Officer Tammie Valentini to attend the Animal Care Expo in Nashville, Tennessee, May 8-11, 2013. Larry Keenum made a motion to approve the schools.

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
