The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Kris Cornutt. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of March 12, 2012, for review, and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented Ordinance No. 483, and stated a public hearing is being held concerning the rezoning of property located at 2905 Rainbow Drive, from Hwy Commercial to Hwy Commercial-RL, for a new restaurant that is opening. He asked if anyone would like to speak for or against the ordinance. There were no comments. Mayor Calhoun asked for a motion to introduce the ordinance. Lloyd Matthews made a motion to introduce the ordinance. Anita Bedwell made a motion to suspend the rules for immediate consideration. Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote as follows:

  1. Larry Keenum made a motion to adopt Ordinance No. 483. Lloyd Matthews seconded the motion. Mayor Calhoun asked for a roll call vote as follows:

  1. Mayor Calhoun stated the engineer was ready to send out bids for the 2012 Street Resurfacing Project No. P1201C, which includes Sherwood Knolls and Bob Lee Road. Anita Bedwell made a motion to send out bids and open the bids April 19, 2012 at 10:00 a.m. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun read a Proclamation and proclaimed March 2012 as Girl Scout month in Rainbow City.   He presented the proclamation to Laura Elliott, Girl Scouts of North Central Alabama. They are celebrating this year as the 100th anniversary of the Girl Scouts. As per Ms. Elliott, there are 2.3 million members.

 

  1. Mayor Calhoun presented a request from Roschelle Harp, for a Restaurant Retail Liquor License for 2905 Rainbow Drive, Rainbow City. Larry Keenum made a motion to approve the license. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request for a donation from the Family Success Center’s Child Abuse Prevention Program. Died for lack of a motion.

 

  1. Mayor Calhoun presented a request for sponsorship from the Etowah County School Foundation 5th Annual Golf Tournament. Lloyd Matthews made a motion to give $100.00 for Tee Sponsorship only. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Moultrie Toyota & Moultrie Nissan Golf Tournament for sponsorship of a Golf Tournament to benefit United Way of Etowah County. Died for lack of a motion.

 

  1. Mayor Calhoun announced that Westbrook School would be having their 8th Annual workathon on April 18, 2012. Last year they raised $29,500.00.

 

  1. Mayor Calhoun presented a request from the Gadsden-Etowah Patriots Association to sponsor a golf tournament on April 23, 2012. Died for lack of a motion.

 

  1. Mayor Calhoun presented a letter form Retail Strategies, LLC. They spoke to him concerning recruitment of new business in the City. Discussion followed.

 

  1. Larry Keenum stated the Police Chief would like to purchase two (2) new 2012 Dodge Chargers for his department, at a cost of $27,799.00 each, off the State Bid list. Also, he will need to install car cameras, graphics and radios. Only cost for radios is cost of installation.   Larry stated he would like to make this in the form of a motion. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Anita Bedwell said the annual Easter Egg Hunt will be Saturday, March 31, 2012.

 

  1. Wiley McLain appeared before the Council to discuss employee raises.

 

There being no further business to come before the Council, Kris Cornutt made a motion to adjourn.
