The City Council of the City of Rainbow City, Alabama, met in a special called meeting at City Hall at 4:30 p.m., and upon roll call by Beth Lee, Acting City Clerk, the following members answered present: Terry John Calhoun, Mayor; Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, and Larry Keenum. Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun.
- Mayor Calhoun asked Larry Keenum to state why the special council meeting was called. Larry stated that the meeting was to discuss the purchase of radios for the Police and Fire Departments. These radios need to be purchased to upgrade the Public Safety Communications for both departments as the FCC has mandated that be done by January 2013. These radios are on the state bid list and Motorola is the dealer for these and they are offering a discount of approximately $28,300 if purchased by April 2. Gadsden EMA has granted a $100,000 grant through the 2009 CSEPP budget to assist Rainbow City in our communications up-grade. After the radios have been received and invoiced, we are to invoice the Gadsden/Etowah County EMA office for reimbursement in the amount of $100,000. Lloyd Matthews moved and Larry Keenum seconded the motion to purchase the radios without Street/Sanitation Departments saving the city approximately $43,000. Lloyd Matthews amended his motion and Larry Keenum seconded to take the 3 year option. Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried. Mayor Calhoun stated that he would like the payments due in March.
There being no further business to come before the council at this time, Larry Keenum made a motion to adjourn.
