The City Council of the City of Rainbow City, Alabama, met in a regular session at City Hall at 4:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minutes of April 26, 2010 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented.   Lloyd Matthews seconded the motion.   Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun received a phone call from the City Attorney and asked for a brief recess.   Lloyd Matthews made a motion to this effect. Kris Cornutt seconded the motion. Time 4:05 p.m. Mayor Calhoun returned. Lloyd made a motion to continue with the meeting. Kris seconded the motion. Time: 4:10 p.m.

 

Mayor Calhoun stated Larry Nunn was present to discuss a temporary easement. Larry stated he had a temporary easement with the City in the past to clean out a ditch. He said the area is about 100 by 20 feet, and is on the side toward Sutton Bridge Road.   He wants it cleaned out again. Kris Cornutt made a motion to this effect. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Mayor Calhoun asked Mr. Nunn to see Kathy in the Building Department to get the easement.

 

Mayor Calhoun asked Skylar Wheat to discuss his Eagle Scout Project. Skylar said he would like to plant flowers and shrubs at the city limit signs coming into Rainbow City. Discussion followed. Lloyd Matthews made a motion for him to work with Eddie Cline to get the work done, and allocated $650.00 for the project. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun said that cleanup day was a great success, and they had a large group helping pick up the trash. He commended Kenneth Payne for the good job he did and commended the boy scouts for their help. Kenneth stated 265 bags were picked up. Kenneth said the Rainbow Church of Christ handed out bottled water, and the Etowah County inmates picked up three bags of trash. Mayor Calhoun thanked the following for their donations:

Mayor Calhoun presented a request from the Coosa Storm Soccer team for a $500.00 sponsorship to their Regional tournament in Oklahoma.   He stated the Council has given $500.00 in the past to teams that have won the State Championship, and moved on to the next tournament. Larry Keenum made a motion to give the $500.00 to this team and from now on to give $500.00 only to any team winning the State Championship and moving on to the next tournament. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented the following monthly departmental reports: Police, Fire, Building, Library, Court and Building Department.   He asked for comments. There being none, he asked that the records show the reports were presented.

 

Mayor Calhoun stated Jeff Barron appeared before precouncil concerning a noise ordinance.   Discussion followed. Lloyd Matthews made a motion for the City Attorney to draw up an ordinance, and have it ready by the next council meeting if possible. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun reported that he received a telephone call from the City Attorney stating that Officer Cody Owens resigned, effective May 10, 2010. Larry Keenum made a motion to accept the resignation. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Mayor Calhoun also announced Officer Tommy Watts received his disability retirement from the Employees’ Retirement System effective June 1, 2010, and he needed a motion and a second to post bids for Tommy’s pistol. It is a Glock, Model 21SF Automatic Pistol.   Larry Keenum made a motion to post for the pistol and open bids May 24, 2010 at 6:00 p.m. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated he and Lloyd have been working with the City Engineer, Mark Stephens to advertise for bids for the fall paving of Riddles Bend Road, Lister Ferry Road, Doris Street and Brown Avenue. Discussion followed. Lloyd Matthews moved and Kris Cornutt seconded the motion for Mark to advertise for bids for the paving. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Mayor Calhoun also announced the final inspection of the parking lot at the Vivian Lee Maddox Sports Complex will be in the morning at 9:00 a.m.

 

Lloyd Matthews stated an incident occurred with an 18-wheeler parking at the VLM Sports Complex. Discussion followed. Lloyd made a motion that no 18-wheeler trucks could park at the complex because it would mess up the paving.   Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Kris Cornutt stated he has spoken with the folks on Grady Avenue and they are still having problems with traffic. Discussion followed. Signs will be put up at each entrance stating speed breakers have been installed.

 

Anita Bedwell announced that the summer reading program is back at the library. She also discussed cleaning the flower beds at the library and other area beds need attention. Discussion followed.

 

Lloyd Matthews made a motion to post for two (2) police officers, and close the posting Monday, May 24, 2010. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mrs. Henry appeared before the council to announce Relay for Life will be held at Cross Pointe Church this Friday night, and invited everyone to attend.

 

There being no further business to come before the council at this time, Kris Cornutt made a motion to adjourn.
