The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

The same constituting a quorum of the City council, the following business was transacted.

 

  1. The meeting was called to order by Mayor Calhoun.

 

  1.   Invocation was given by Kris Cornutt.

 

  1.   Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of April 28, 2008 and Special Meeting of April 30, 2008 for review and asked if there were any corrections, additions or deletions. There being none, Bobby McCartney moved and Bryan Stone seconded the motion to approve the minutes as presented. Mayor Calhoun declared the motion carried.

 

  1. Lloyd Matthews stated he would like to discuss Item 13 of the minutes of April 28, 2008, where all employees were given an across the board raise of $.25. He said he would like to make the starting pay of probation employees $l0.75 per hour instead of $l0.50 per hour.  Motion died for lack of a second.

 

  1. Mayor Calhoun stated two (2) bids were received for the Rescue truck for the fire department. 1. Keeble Rescue Systems had a bid of $124,296.00 and Tupelo Fire Equipment had a bid of $123,337.00. Cora Kelly moved and Bryan Stone seconded the motion to award the bid to Tupelo Fire.   Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated four (4) bids were received for the 2008 Street Resurfacing Project: (1) Good Hope Contracting Co. had a bid of $145,512.00, (2) J & D Enterprises had a bid of $152,405.00, (3) H & H Asphalt Paving had a bid of $l4l,791.78, and (4) McCartney had a bid of $124,560.00.   Lloyd Matthews moved and Kris Cornutt seconded the motion to award the bid to McCartney Construction Company.   Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated all the paperwork for the Chert Pit has been completed and it now belongs to the City.

 

  1. Mayor Calhoun asked that the records show that Frances W. Keane (Sis) resigned effective May 31, 2008. Bobby McCartney moved and Cora Kelly seconded the motion to accept her resignation.   Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a street light request for Pole #9, Hiwatha Place and Indian Lake Road.   Bryan Stone moved and Kris Cornutt seconded the motion to approve the request.   Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun asked that the records show that the monthly departmental reports were presented.

 

  1. Cora Kelly moved and Bryan Stone seconded the motion to promote John Bryant to Sergeant at the rate of pay of $l5.25 per hour.   Mayor Calhoun declared the motion carried.

 

  1. Cora Kelly moved and Bryan Stone seconded the motion to hire Tony Shayne Thompson as Police Officer at $12.50 per hour.   Mayor Calhoun declared the motion carried.

 

  1. Cora Kelly moved and Bryan Stone seconded the motion to surplus a 2000 Ford Crown Vic, serial #2817 and a Fellowes shredder SB-85C, Serial #3245001 in the police department, and have Officer Rick put on govdeals.com.   Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the Alabama Sports Festival, to sponsor the Alabama Legislative Committee Honoring Our Law Enforcement Personnel, June 20th in Birmingham.   Bryan Stone moved and Cora Kelly seconded the motion to give $250.00 to help co-sponsor this function.   Mayor Calhoun declared the motion carried.

 

  1. Bobby McCartney moved and Bryan Stone seconded the motion to send out bids for metal tops for the new fields at the Vivian Lee Maddox Sports Complex, and open the bids Monday, June 9th at l0:00 a.m. Mayor Calhoun declared the motion carried.

 

  1. Bobby McCartney moved and Bryan Stone seconded the motion to send out bids for sodding the two baseball fields and landscaping the areas around the sidewalks and other areas, and open the bids June 9, 2008 at l0:10 a.m.   Mayor Calhoun declared the motion carried.

 

  1. Kris Cornutt stated that the Summer Reading Program at the Library begins May 12-June 30th. Kids who read at least 15 books by July 16th will receive a free T-shirt and be invited to attend a party on Wednesday, July 30th.   Programs will be held each Wednesday during June and July at 1:00 p.m. for children ages 4-6 and 2:30 p.m. for children ages 7-12. A new program will be held this year for teens age 13-17. If they read at least 5 books or read 10 hours between May 12th and July 30th they will receive a free prize.

 

  1. Cora Kelly stated that the police department has purchased two (2) 2008 Crown Vics for the police department.

 

  1. Mayor Calhoun announced that the next council meeting will be June 9, 2008 at 6:30 p.m. in the Council Chambers.

 

There being no further business to come before the council at this time, Bryan stone made a motion to adjourn.
