The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members:   Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of April 22, 2013 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented.   Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented Ordinance No. 497, and stated this is a public hearing to rezone the property of Barbara Burgess, 684 Creekhaven Road; William T. Bowman and Sandra Bowman, 142 Vinson Avenue, and Lewis Thompson and Mariam Thompson, 686 Creekhaven, from Agricultural District to R-1, Residential District. He asked if anyone has comments for or against the ordinance. Syble Fowler of 224 Vinson Avenue spoke concerning the ordinance.   Discussion followed.   Larry Keenum made a motion to introduce the ordinance. Larry Keenum made a motion to suspend the rules for immediate consideration. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; Rick Hill, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried.   Rick Hill made a motion to adopt the ordinance. Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes, Bobby McCartney, yes; Tim Ramsey, yes, Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun stated the clerk opened the bid at pre-council for the cleaning service for the Municipal Building. Only one bid was received. Minyard’s Cleaning Service has a bid of $3200.00 per month. Anita Bedwell made a motion to accept the bid, and stated this is for a one-year contract. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun stated the bid was opened by the Clerk for the cleaning service for the Library, Community Center, and W. T. Vinyard Building. Only one bid was received. Minyard’s Cleaning Service has a bid of $25.00 per hour. Mayor Calhoun said he would like to have these buildings cleaned for a monthly rate. Discussion followed. Anita Bedwell made a motion to reject the hourly bid. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Mayor Calhoun then asked Monica, of Minyard’s Cleaning if she would give a monthly rate. She said she would give a rate of $1900.00 per month. Larry Keenum then made a motion to accept her verbal agreement at the amount of the $1900.00 per month, with a one-year contract. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun presented proclamations declaring May 5-12, 2013, as National Music Week, and the month of May, as “Older American Month.”
  6. Mayor Calhoun stated Kenneth Payne is the Beautification Chairman, and discussion was held for the funding for the next year. Anita Bedwell recommended giving

$l, 000.00 to the Board, and if expenses exceeded this, receipts would be presented to refund any excess funds. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun presented the following travel/tuition:

George Morris to attend the Street Crimes Police Seminar in Mobile, June 17-19, 2013. Cost is $399.00, plus three-nights lodging. Cheryl Ayres, Revenue Officer, to attend the Alabama Revenue Officers Annual Conference, June 19-21, 2013 in Montgomery, Alabama. Registration fee is $245.00, plus three-nights lodging.

Larry Keenum made a motion to approve the requests. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun presented a request from Joyce Jones of Coconut Creek, Florida, requesting to put a 4 ft.-single park bench at Rainbow Landing in memory of her sister, Myra Parker Williams Worley.   Ms. Jones said her sister love to come to Rainbow Landing and sit and watch the boats and picnic there. Discussion followed. Anita Bedwell made a motion to approve the request. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun stated that Michael Morgan, owner of Frost Transmission met with the Council in a work session, and he is moving his business to Rainbow City around July l, 2013. He requests the City rebate one/half his sales tax for one (l) year or $5000.00, whichever is reached first. Discussion followed. Anita Bedwell made a motion to approve this request. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun stated that Wiley and Eddie are getting together prices to redo the Atrium roof between the Library and Community Center, and he needs the authority for them to start the drawing and get prices. Bobby McCartney made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun stated he received a letter from the Southside Lady Panther Softball Team, requesting financial assistance to go to the State tournament in Montgomery.

Mayor Calhoun stated we only give funds when the winning team goes out of State.

  1. Mayor Calhoun presented the monthly departmental reports: Court, Library, Building, Community Center, and Fire. He asked if any of the department heads has comments. Greg Payne thanked all the departments that have helped in the clean-up after the recent storm. He said 368 loads of trees and limbs has been burned, and the others taken to the dump.   Mayor Calhoun also thanked all the employees for their help.
  2. Rick Hill made a motion for Heath Williamson, City Engineer to draw up the specs for this year’s paving project. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Tim Ramsey thanked all the employees for working so hard these last several weeks on the recent storm. He also thanked Aaron Black of Troop 777 for coming to the council meeting.
  4. Rick Hill said Debbie Hiltz resigned from the Library Board, and he stated he would like to make a motion to appoint Kim Carter to the remainder of Debbie’s term. Anita
    Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Rick Hill said several vehicles in the police department have high mileage, and the Chief wants to surplus the following (2) vehicles, one (1) 2007 Hyundai, serial number 4717, and a 2004 Ford, serial number 9709, and replace them with two (2) new ones.   He then made a motion to purchase two (2) new chargers off the State Bid list, and the funds will come from the court fund, and the two vehicles will be put on govdeals.com to sell.   Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Kenneth Payne, Beautification Board Chairman, said clean-up day will be Saturday, May 18, 2013. It will be from 8:00 a.m. to 11:00 a.m., and lunch will be served at 11:00 a.m. for the workers. Door prizes will also be given for the most bags collected.

There being no further business to come before the Council at this time, Rich Hill made a motion to adjourn.
