The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun, Council members, Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Kenneth Payne. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minutes of November 8, 2010 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented.   Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated bids to asphalt the walking track and repairing of cracks at the Vivian Lee Maddox Nature trail were tabled at the last council meeting. Two (2) bids were received: James Boozer Construction had a bid of $7,074.00 and Super K’s Asphalt Seal Coating & Striping had a bid of $3,995.00. Lloyd Matthews made a motion to take off the table. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Bobby McCartney made a motion to take the low bid of $3,995.00. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated bids were opened by the clerk at 6:00 p.m. for the thermal imaging cameras for the Fire Department.   Two (2) bids were received. Pro-Fire had a bid of $17,200.00 and NAFECO had a bid of $l7, 916.00. Kris Cornutt made a motion to accept the low bid of $l7, 200.00. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun reported that the Solid Waste Disposal contract increased. The current disposal rate is $19.83 per ton. The new rate is $20.03 per ton, effective November 1, 2010. This is an increase of l.04%, which is $.20 per ton. This is a three year contract. Lloyd Matthews made a motion to accept this increase. Kris Cornutt seconded the motion.   Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated the Librarian, Tina Brooks requests the reappointment of Scott Dobbins to the Library Board for a four-year term, to expire November 27, 2014. His current term expires November 27, 2010. Anita Bedwell made a motion to reappoint Scott. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun announced the City will observe the Christmas Holidays December 23 and 24th.   Thursday’s garbage pickup will be on Wednesday, and Friday’s garbage pickup will be on the following Monday.   The City will also be closed on Friday, December 31st for New Year’s. Garbage pickup for Friday will be picked up the following Monday.

 

Mayor Calhoun announced the City was notified that we received the $500,000.00 grant for the drainage improvements at the trailer parks. A workshop was held in Orange Beach for one night. The cost was $101.00, and Beth Lee had to attend for the City. Discussion followed. Bobby McCartney made a motion to approve the cost for Beth to attend. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.   Mayor Calhoun also thanked Larry Means, Blaine Galliher, Gerald Dial and East Alabama for all their help in obtaining this grant. He also thanked the Council members and employees who helped. Mayor Calhoun then announced the Coosa River Association was meeting at 6:00 p.m., December 2, in Southside, and asked the Council to attend.

 

Lloyd Matthews made a motion to authorize the Mayor to contact the State about putting a caution light at Pleasant Valley Road and Hwy 411. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Lloyd then discussed sending out bids for an electronic sign to be placed on property at City Hall. Discussion followed. Mayor Calhoun appointed Lloyd, Anita Bedwell and Kris Cornutt to serve on a committee to get the specs together for the bidding of a sign. Discussion followed.

 

Kris Cornutt made a motion to give Chris McCarver and Shane Brown a pay increase for completing their one-year probation. They will be making $11.50 per hour as a firefighter and basic EMT.   Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Kris Cornutt made a motion to give the Mayor the authority to sign a 90-day agreement with AMED Ambulance, making them the City’s primary ambulance carrier. The Contract will start December l, 2010. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Larry Keenum stated Chief Ragan and Detective Carroll went to Montgomery to look for a car for Detective Carroll. The auto is a 2005 Ford Crown Vic and the cost will be $10,600.00.   Discussion followed. Larry then made a motion to purchase the car. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes.

Mayor Calhoun declared the motion carried. Larry stated another vehicle had been ordered, but would not be coming in for several months, and Chief Ragan will cancel that order.

 

Mayor Calhoun recognized the fire department for selling 1300 shirts for breast cancer. They made $4400.00. $2200.00 will be given to the Etowah Cancer Foundation and $2200.00 to Carla Graves. She goes to the schools in Etowah County to make sure all the girls know how to do a self breast exam.

 

There being no further business to come before the Council at this time, Lloyd Matthews made a motion to adjourn.
