The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Larry Keenum and Kris Cornutt.   Lloyd Matthews was absent.   The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of November 10, 2008 for review and asked if there were any corrections, additions, or deletions. There being none, Bobby McCartney

made a motion to approve the minutes. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated Trent Thrasher requested at the last council meeting to locate a billboard on his property across from Rainbow Memorial Gardens. It was tabled for discussion. Mayor Calhoun asked the Council if anyone had comments. Request died for lack of a motion.

 

  1. Mayor Calhoun presented a request from the Police Department Committee to hire Kristi Chapman as dispatcher starting at $9.00 per hour. Larry Keenum made a motion to hire Kristi. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the Recreation Department Committee to hire Philip Hollingsworth as Supervisor at the Vivian Lee Maddox Sports Complex, starting pay at $14.00 per hour.   Bobby McCartney made a motion to hire Philip. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun recommended the appointment of Walt Buttram as Public Defender. Kris Cornutt made a motion to appoint Walt. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the Recreation Department Committee to appoint Eddie Cline as Recreation Director.   Bobby McCartney made a motion to appoint Eddie. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the Library Committee to appoint Tina Brooks as Librarian. Anita Bedwell made a motion to appoint Tina. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye.   All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun recommended reinstating all city employees to their present positions. This does not include department heads. Larry Keenum made a motion to reinstate all employees.   Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request form the Street Committee to pay for the patching of the following roads: Canoe Creek Road, Lister Ferry Road, two roads in Riddles Bend and Julede Drive by J & D Enterprises.   Larry Keenum made a motion to approve the patching. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Chief Ragan to surplus and put on govdeals.com a 2001 Ford Crown Vic (car #14) serial #2460. Larry Keenum made a motion to surplus the Crown Vic and put on GovDeals.   Kris Cornutt seconded the motion.   Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Chief Ragan to increase the budget (account 01-430-180, Equipment and Tools) with $2,541.00 from the sale of surplus vehicles on GovDeals. Larry Keenum made a motion to adjust the budget.   Anita Bedwell seconded the motion.   Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Southside “B” team cheerleaders for Rainbow City to sponsor a girl at $200.00 (or any donation) to attend the UCA National Cheerleader Competition at Disney World during February 2009. Item died for lack of a motion.

 

  1. Mayor Calhoun presented a request from Southside Girls Softball for the Second Annual Lady Panther Golf Tournament hosted by Twin Bridges. The sign will be on display at the tournament and is $l00.00. Item died for lack of a motion.

 

  1. Mayor Calhoun recommended extending the job postings for the Recreation and Sanitation Department employees until December l, 2008.   Kris Cornutt made a motion to extend the posting. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun announced that the Christmas Tree Lighting will be December 2, 2008 at 6:00 p.m., and the entertainers will be the Joyful Juniors and Strut USA.

 

  1. Mayor Calhoun announced that the garbage schedule for Thanksgiving Week will be as follows: Monday thru Wednesday on schedule. No garbage will be picked up on Thanksgiving. Thursday’s garbage will be picked up on Friday.   Friday’s garbage will be picked up on Saturday. The Christmas schedule is as follows: Monday thru Wednesday will be on schedule. No garbage will be picked up on Christmas. Thursday’s garbage will be picked up on Friday.   Friday’s garbage will be picked up on Saturday. New Year’s Day no garbage will be picked up. Monday thru Wednesday will be on schedule. Thursday’s garbage will be picked up on Friday and Friday’s garage will be picked up on Saturday. Kris Cornutt made a motion to approve the dates and time as stated by the Mayor. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye.

All ayes.   Mayor Calhoun declared the motion carried.

 

  1. Kris Cornutt wished everyone a good Thanksgiving.

 

There being no further business to come before the Council at this time, Bobby McCartney made a motion to adjourn.
