The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer the following members answered present: Mayor: Terry John Calhoun: Council members: Anita Bedwell, Bobby McCartney, absent, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Lloyd Matthews. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of October 26, 2009 for review and asked if there were any corrections, addition or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated the first item of business is the hiring of a firefighter/paramedic and turned it over to Kris Cornutt, Fire Department Chairman. Kris stated the committee met and interviewed several good candidates, but Patrick Brown was trained and certified. He made a motion to hire him at the pay rate of $9.75 per hour and his first day of work will be November 13, 2009. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated Chief Ragan recommended to adjust Kelli White’s pay and turned it over to Larry Keenum, Police Department Chairman. Larry made a motion to adjust Kelli’s pay from $9.00 per hour to $10.00 per hour because she has completed her communications training. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated Chief Potter recommended promoting Robert McCary to the position of Captain to fill the vacancy left by the resignation of Captain Wade Buckner. Kris Cornutt, Fire Department Chairman made a motion to promote Robert to Captain at $14.50 per hour for six months, and after this adjust his pay to $15.25 per hour to match the rest of the Captains. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated Chief Ragan asked to purchase one 2010 Chevrolet Impala Police package vehicle off the state bid list. Larry Keenum stated we have received the money on the wrecked vehicle, so he is making a motion to put in a purchase order to order the police car off the state bid list. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated Chief Ragan wants to surplus a 2002 Ford Crown Vic, serial no. 4296. Larry Keenum made a motion to surplus this vehicle. Lloyd Matthews seconded the motion.   Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented an application from the new owners of Jet Pep 319 (Convenience Store) located next to Dave Menegay for Retail Beer (Off Premises Only) and Retail Table Wine (Off Premises Only). Lloyd Matthews made a motion to approve this application. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented the monthly departmental reports for the Library, Community Center, Building, Police, Court and Fire Department. He asked if anyone had comments.   No comments. Mayor Calhoun asked that the records show the reports were presented.

 

  1. Mayor Calhoun presented a request from Tina Brooks, Librarian to increase her budget by $4,325.49 because she received more money from the Etowah County Library Committee ($20,000.00) than she anticipated and less from the State aid. She usually receives $15,000.00 from the Library Committee. She only received $8,318.97 this year from State aid, which is $674.51 short from last year. Lloyd Matthews made a motion to approve Tina’s request. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Chief Ragan to surplus items in the police department storage unit, and put all items on govdeals.com. Lloyd Matthews made a motion to surplus these items. List attached. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Susan Carter, First Call for Help, United Way of Etowah County, to donate to the 2009Unity Thanksgiving Celebration for Etowah County.  Lloyd Matthews made a motion to contribute $200.00. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun reported on Black Creek Parkway. He stated several went to Montgomery to meet with the Highway Department to get the Administration Fee taken off this project. They took half the fee off. Discussion followed.

 

  1. Anita Bedwell stated discussion has been held concerning issuing a credit card to the Fire and Police Department. She made a motion to approve the use of a credit card in these departments. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Kris Cornutt made a motion to install a street light at the helicopter pad located at 1822 Pineview Circle, Pole #2-142661. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
