The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Lloyd Matthews. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minute of September 26, 2011 for review, and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun told the Council that Telephone & Telecommunications Center of Albertville met the specs for the new telephone system for City Hall, and the phones will be ordered tomorrow.

 

Mayor Calhoun recognized Robert Williams, who has given the City twenty-three (23) years of his time. He has been on the Board of Adjustment since 1988.   He can’t attend the meetings anymore, and has asked to be replaced. Mayor Calhoun then read a proclamation declaring October 10, 2011 as Robert Williams Day in Rainbow City.

 

Mayor Calhoun stated the cleaning contract for City Hall has expired, and he would like to post bids and open them October 24, 2011 at 6:00 p.m. This has to be bid out every three years.

 

Mayor Calhoun said Butler Electrical Contractors send out their bills at the end of the year. The total the City has to pay this year is $19,086.25. Discussion followed. Bobby McCartney made a motion to pay the bill. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun announced that the Christmas Tree Lighting is November 29, 2011 at 6:00 p.m., at the Community Center. He then presented the monthly departmental reports and asked if anyone has comments or questions. There being none, he asked that the minutes show the reports were presented for the Building Department, Library, Fire Department, Community Center, Court, and Police Department.

 

Mayor Calhoun presented a request for Joyce Ponder, Payroll Clerk and Beth Lee, Mayor’s secretary to attend a payroll class at the Birmingham Sheraton Hotel on November 15, 2011. The class is Payroll Law 2012.   Lloyd Matthews made a motion to approve the class. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Chief Rick Hill to attend a class in Florence, titled “Recruiting, Selection, Retention and Employee Relations”, November 3, 2011. There will be one night’s stay. Larry Keenum made a motion for the Chief to attend the class. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye.

All ayes. Mayor Calhoun declared the motion carried.   Mayor Calhoun then presented a request for Dispatchers Marlene DiGangi and Kelli White to attend a class titled “Active Shooting responses-The Dispatcher’s Role” in Douglasville, Georgia on October 25, 2011. No overnight stay. Larry Keenum made a motion to approve the request. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Larry then announced that the bicycles have been visible on the walking trail at the Vivian Lee Maddox Sports Complex.

 

Bobby McCartney stated several council meeting ago; it was discussed about adding

WiFi to the big room in the Community Center for the seniors that fill out free income taxes.   The total cost to accommodate this will be $410.00.   This will cover the cost of two (2) drops for two (2) wireless routers to the Community Center. Bobby McCartney made a motion to approve this amount. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Anita Bedwell stated the library budget will have to be adjusted to accommodate the charge of approximately $110.00 per month for cable and internet. Anita then made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun introduced Mike McCormick, the new Executive Director of the Red Cross.  Discussion followed.

 

There being no further business to come before the Council at this time, Lloyd Matthews made a motion to adjourn.
