The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Terry John Calhoun, Mayor, Council members, Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum, and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minutes of September 27, 2010 for review and asked if there were any corrections, additions or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented.   Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun asked the Council if they were ready to post the position of City, Utility Engineer. Anita Bedwell made a motion to post for 28 days and close the posting on November 9, 2010 at 4:00 p.m. She stated this will be joint with the Utility Board, pending approval of the agreement by both sides. The City Attorney is drawing up the agreement.   Lloyd Matthews seconded the motion to post the position. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented the monthly departmental reports, and asked if anyone had comments. No comments. He asked that the minutes show the reports were received.

 

Mayor Calhoun stated he got the appraisal back for the Copeland property.  The property consists of 145 acres. Twenty (20) acres is located in the FEMA Flood Plains, and there is only 200 foot of road frontage. He stated the appraisal amount is $580,000.00. Larry Keenum made a motion to make the offer of the appraisal value to purchase the property which is south of Lumley Road.   Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented the following training and travel request in the Fire Department: Mike Johnson to attend Instructor III classes on Monday, December 6, to Friday, December 10 at the Alabama Fire College. Cost: $225.00 registration and $265.00 for motel.   Landon Ball and Chris McCarver to attend Water Rescue Class on Monday, October 18 to Friday, October 22, at the Alabama Fire College. Cost: $395.00 each for registration and $265.00 for motel for both. Kris Cornutt made a motion to approve the training and travel requests. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented the following training and travel request in the Police Department: Officer Shayne Thompson to attend Draeger Operator recertification class in Calera.   The class is free and no hotel is needed. Date of class is October 10-13, 2010. Officer Phillip Braswell to attend F.B.I. Firearms Instructor recertification at the Gadsden Police Range. The cost is free and there will be no hotel needed. The date of the class is November 16 and 17, 2010. Sgt. John Hall to attend Arresting Communication Essential Interaction Skills for Law Enforcement in Gulf Shores. The class is free. Hotel cost is $219.78. The date of the class is November 17 and 18, 2010. Officer Braswell to attend E.A.G. Tactical 30 day Carbine Operators Course at the Gadsden Police range. The cost is $520.00 after $75.00 discount. No hotel needed. The date of the class is December 7-9, 2010.   Chief Ragan to attend Chiefs Winter Conference, January 30-February 2, 2011 in Montgomery. The hotel cost is $449.50, and registration is $200.00. Larry Keenum made a motion to approve the training and travel requests. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated the ditch behind the Plaza needs cleaned out and some trees cut. They will have to give the City a temporary easement to do this. Discussion followed. Lloyd Matthews made a motion to clean the ditch out when we get the easement. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun asked the Council to give him permission to use the rest of the grant money to set up an office for the new engineer, contingent upon an agreement with Utility Board Agreement. Anita Bedwell made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Bobby McCartney stated since everything in the City is being cleaned up, and the Community Center has been recently painted, nothing will be hung on the walls because it is against the rules. This will be enforced from now on.

 

Larry Keenum stated his committee will go into executive session.

 

There being no further business to come before the council at this time, Kris Cornutt made a motion to adjourn.
