The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, and Rick Hill. Larry Keenum, absent. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of September 23, 2013 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun recommended the hiring of Joseph Hutchins at $12.25 per hour. He is a certified officer. Rick Hill made a motion to hire him. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun presented a recommendation from the Fire Chief to promote Chris McCarver to Firefighter Advanced Basic EMT at $12.25 per hour. Anita Bedwell made a motion to promote him. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented the following monthly departmental reports: Building, Library, Police, Fire, Community Center, and Court. He asked if anyone has comments. There being none, he asked that the minutes show the reports were presented.
  5. Mayor Calhoun read the following holiday schedule for 2014:

  1. Mayor Calhoun presented the 2014 Etowah County Buyer’s Guide, from the Chamber of Commerce, for an ad request. Discussion followed. Tim Ramsey made a motion to purchase a half-page for $900.00. Died for lack of a motion. Discussion followed. Bobby McCartney made a motion to purchase a quarter page add. Died for lack of a motion.
  2. Discussion was held concerning the Christmas Tree Lighting. Bobby McCartney made a motion to have it December 2, 2013 at 5:00 p.m., at City Hall, so the kids will be able to see Santa Clause and get candy. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun said bids were received for paving the walkways from the new parking lot to the concession stand at the VLM Sports Complex. Two (2) bids were received. Bedwell & Whorton Excavating has a bid of $6,940.00 and TC Contracting has a bid of $9,430.00. Bobby McCartney made a motion to accept the low bid. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes, except Anita Bedwell, who abstained. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun stated the City Engineer got a cost estimate utilizing the Etowah County Bid for the VLM Trailhead Surfacing Project. The total estimated cost is $19, 000.00. Rick Hill made a motion to accept this price. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Anita Bedwell made a motion to give the American Red Cross of Etowah County a donation of $250.00. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun said the 2013 Etowah County Water Festival annual sponsorship satisfies one of our ADEM Storm Water management permit requirements. Anita Bedwell made a motion to give $250.00. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor said aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Tim Ramsey congratulated Chris McCarver for obtaining his EMT.
  8. Anita Bedwell made a motion to give $300.00 to the Fire Department to give out candy on Halloween. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun announced that the longest yard sale has been extended in length from Gadsden through Rainbow City, ending at Tannehill State Park, which is west of Bessemer, Alabama.

 

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
