The City Council of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor, Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum, and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Lloyd Matthews. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of October 8, 2012 for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented the following HOLIDAY CLOSING SCHEDULE FOR 2013, for City Hall, and for the GARBAGE PICKUP SCHEDULE ON THESE DAYS. It is as follows:

  1. Mayor Calhoun presented a recommendation from Chief Carroll to hire Charles Anthony Devine as patrol officer, beginning December 3, 2012. His rate of pay is $11.25 per hour, and will change to $12.00 per hour when he graduates from the academy. Lloyd Matthews made a motion to hire him. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented a recommendation from Chief Carroll to purchase two (2) 2013 Dodge Charger Police Package vehicles for the patrol division, off the State bid list. The cars will be purchased from Home Town Ford, Opelika. The cost for the two (2) cars equipped with police packages will be around $58,448.00. Lloyd Matthews made a motion to purchase the vehicles. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun announced that Officer John Hall will be on Military Leave for one year. He will be gone from November 15, 2012, until November 2013.

 

  1. Mayor Calhoun presented a recommendation from Chief Carroll for Sgt. Gerald Lyons to attend the Investigative Techniques Workshop in Nashville, Tennessee, January 8-10, 2013. Registration is free, with a hotel fee of around $300.00. Larry Keenum made a motion to approve the request. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the City Clerk to attend the 47th Annual Municipal Training Institute for City Clerks and Administrators, December 5-7, 2012, at Lake Guntersville State Park. Registration is $295.00, and motel is around $300.00. Lloyd Matthews made a motion to approve the request. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the Building Official to attend the 2012 Day-of-Training Conference at the Huntsville Inspection Department, November 7 and 8. Registration is $l00.00, and motel for two (2) nights. Larry Keenum made a motion to approve the request. Bobby McCartney seconded the motion. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated bids were opened for the nuisance abatement, for the demolition at Lot 13, Horizon Place. Two (2) bids were received: Alabama Grading & Excavation, LLC, has a bid of $1160.00, and Plimpton Construction & Development has a bid of $2850.0.   Lloyd Matthews made a motion to award the bid to the low bidder, subject to all insurance requirements and a city license. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun said Haden Walker resigned from the Sanitation Department, effective October 26, 2012. Larry Keenum made a motion to accept the resignation. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented Resolution No. 12-09, amending Resolution R-97-01, stating that any person eligible to receive any benefits under R-97-01, will be required to have written verification from the insurance company providing health insurance coverage to the person’s spouse, or someone providing support for the retiree, or surviving spouse, is not eligible for hospitalization insurance coverage from any other source. Anita Bedwell made a motion to adopt the resolution. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun announced that City Hall will be closed Monday, November 12, 2012, for Veteran’s Day, therefore; there will not be a Council meeting at that time. The Organizational Council Meeting will be November 5, 2012, at 6:30 p.m., in the Council Chambers.

 

  1. Anita Bedwell thanked Kris and Lloyd for their service on the Council for the last eight (8) years.

Bobby and Larry also thanked them.

 

  1. Larry Murray asked the Council if the City could give some money to purchase candy for Halloween to give to the kids that come to the fire station. Anita Bedwell made a motion to give $300.00 to purchase the candy. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

There being no further business to come before the Council at this time, Lloyd Matthews made a motion to adjourn.
