The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Heath Williams. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of October 14, 2013, and asked if there were any corrections, additions, or deletions.   There being none, Anita Bedwell made a motion to approve the minutes as presented. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented Resolution No. 13-12, a resolution authorizing the City to adopt the Nationwide Retirement Solutions Deferred Compensation Program for City Employees. Rick Hill made a motion to adopt the resolution.   Tim Ramsey seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Mayor Calhoun, yes;

Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes, and Rick Hill, yes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun stated discussion was held concerning RapidCast Communication System at pre-council.   Anita Bedwell made a motion to table this item until further discussion can be held. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun appointed Rodney Prickett to replace Judson Hamilton on the Board of Adjustment.
  3. Mayor Calhoun presented the following travel/tuition: Greg Carroll to attend the Alabama Association of Chiefs of Police Winter Conference, January 28-31, 2014, in Huntsville, Alabama. Officer Justin Gilliland to attend “The New Investigator” training November 11-15, 2013 in Florence, Alabama. Cheryl Ayres and Linda Cleveland to attend the Alabama Municipal Revenue Officers Winter Conference, December 5 & 6 in Auburn, Alabama. Rick Hill made a motion to approve the travel. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented a request from The Love Center for a donation. Anita Bedwell made a motion to give $250.00. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun stated the Building Official received a letter from Robert E. Houston, requesting the lien placed on his property, because of Nuisance abatement be removed.   Discussion followed. The lien will remain.
  6. Mayor Calhoun announced that the annual Christmas Tree Lighting will be at 6:00 p.m., on December 2, 2013, at the Municipal Building. He also said City Hall will be closed Monday, November 11, 2013, in observance of Veteran’s Day. The garbage will be on schedule that week.
  7. Rick Hill discussed the sale of five (5) garbage trucks in the Sanitation Department. They are as follows: 2005 Sterling Garbage truck, serial #2849, 2004 International 4400 Garbage truck, serial #4505, 1996 GMC Garbage truck, serial #8188, a 1992 Ford Garbage truck, serial #5017, and a 1995 GMC garbage truck, serial #1129. He said he wants to put a reserve of $10, 000.00 on the Sterling and International trucks. Anita Bedwell made a motion to surplus the garbage trucks, and put on govdeals.com with the reserve to sale. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.  
  8. Anita Bedwell made a motion to purchase a one-half page ad in the Etowah County t 2014 Buyer’s Guide for $900.00. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Anita Bedwell made a motion for the clerk to have a resolution ready at the next council meeting for the Government Class of Westbrook School, recognizing the veterans of the Afghanistan and Iraq wars, by dedicating a portion of Hwy 411 in their honor. The proposed dedication area begins at the Hwy 411 and Hwy 758 intersection, and ends at the county line entering Ashville. This has already been approved by ALDOT. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
